New impetus for Vietnam's relations with Chile, Peru and APEC cooperation

At the invitation of President of the Republic of Chile Gabriel Boric Font and President of the Republic of Peru Dina Ercilia Boluarte Zegarra, President of the Socialist Republic of Vietnam Luong Cuong led a high-ranking Vietnamese delegation to pay an official visit to the Republic of Chile, an official visit to the Republic of Peru and attend the 2024 Asia-Pacific Economic Cooperation (APEC) Summit Week in Lima, Peru.


On March 25, 1971, Vietnam and Chile established diplomatic relations. Over the past 50 years, cooperation has achieved many positive results, especially after the two countries established a Comprehensive Partnership in May 2007. Chile values ​​and wishes to strengthen relations with Asia-Pacific countries, including Vietnam. The two sides regularly maintain delegation exchanges.

Chile was the first country in Latin America to sign a bilateral free trade agreement with Vietnam (in 2014) and is currently Vietnam's fourth largest trading partner in the region. Vietnam is Chile's largest trading partner in ASEAN. The two countries are both members of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP); and coordinate at international organizations and multilateral forums, including APEC.

November 14, 2024 marks the 30th anniversary of the establishment of diplomatic relations between Vietnam and Peru, and bilateral relations continue to develop positively. Leaders of the two countries regularly meet and exchange views on the occasion of attending international conferences. The two countries maintain bilateral cooperation mechanisms such as Political Consultations and the Intergovernmental Committee.

Since joining APEC in 1998, Vietnam has actively and proactively contributed to promoting peace, stability, cooperation, and regional economic connectivity, maintaining APEC's role as the leading economic connectivity mechanism in the Asia-Pacific region.

Currently, Peru is the country with the largest investment from Vietnam in Latin America and is also Vietnam's sixth largest trading partner in the region, while Vietnam is Peru's largest trading partner in ASEAN. Both sides are members of CPTPP, coordinating at multilateral and international organizations and forums.

2024 is also an important year, marking the 35th anniversary of APEC's establishment and development, continuing to affirm its position as the leading inter-regional economic cooperation mechanism with diverse and comprehensive content. In recent years, APEC has identified a vision for more balanced, sustainable and inclusive economic development. With the theme of APEC Year 2024 being "Empowerment. Inclusion. Growth", host Peru continues to promote inclusive growth, ensuring that all people have access to and benefit from APEC's cooperation programs.

Since joining APEC in 1998, Vietnam has actively and proactively contributed to promoting peace, stability, cooperation, and regional economic connectivity, maintaining APEC's role as the leading economic connectivity mechanism in the Asia-Pacific region.

Vietnam is one of the few members that has successfully hosted APEC twice (2006 and 2017); and is one of the most active members in proposing APEC cooperation initiatives and projects. Vietnam has also made many contributions to APEC's operational management through its positions as Executive Director of the APEC Secretariat, Chair and Vice Chair of many key APEC Committees and Working Groups.

Being carried out in the context of positive development of Vietnam-Chile cooperation, on the occasion of the 30th anniversary of the establishment of Vietnam-Peru diplomatic relations, the official visit to Chile and Peru by President Luong Cuong and the high-ranking Vietnamese delegation is of great significance, contributing to creating new and strong impetus to bring the Vietnam-Chile Comprehensive Partnership and the Vietnam-Peru multifaceted cooperation into a new stage of dynamic, substantive and effective development, meeting the aspirations and interests of the people of each country. This is also the highest-level visit by a Vietnamese leader to South America in 2024, thereby continuing to strengthen Vietnam's relations with the region.

Continuing to affirm and implement the foreign policy of independence, self-reliance, diversification, multilateralization, proactiveness, active and comprehensive international integration and raising the level of multilateral diplomacy, the working trip of President Luong Cuong and the Vietnamese high-ranking delegation to attend the APEC Summit Week in 2024 demonstrates Vietnam's active, proactive and responsible participation in APEC, towards assuming the role of APEC host in 2027.

Wishing the working trip of President Luong Cuong leading the Vietnamese high-ranking delegation to officially visit the Republic of Chile and the Republic of Peru and attend the APEC Summit Week in 2024 in Lima a great success, contributing to promoting the relationship between Vietnam with Chile and Peru to become more in-depth and practical, while enhancing Vietnam's contribution to promoting peace, cooperation, economic linkage and regional connectivity.
