On July 1, the National Assembly Delegation (NAD) of Ho Chi Minh City, Unit 3, met with voters of Districts 5, 8, and 11 after the 7th session of the 15th National Assembly. The NAD Delegation, Unit 3, included the following delegates: Mr. Le Minh Tri (Chief Justice of the Supreme People's Procuracy), Mr. Nguyen Tri Thuc (Deputy Minister of Health), and Mr. Le Thanh Phong (Chief Justice of the People's Court of Ho Chi Minh City).
The Chief Justice of the Supreme People's Procuracy answered a number of issues raised by voters at the meeting with voters after the 7th session of the 15th National Assembly.
Accordingly, with some opinions from voters, Mr. Le Minh Tri once again affirmed that the work of preventing corruption and negativity has never been as strong as the recent period, "both strict with criminals and humane with those who cooperate and overcome..."; regarding social security, the goal and principle of the Party and State is to develop the economy but must take care of social security for the people.
Regarding cybercrime, according to Mr. Le Minh Tri, the 4.0 revolution creates great socio-economic value, but also creates great knowledge for cyber security and high-tech crime prevention forces.
"This trend is irreversible and needs to adapt to exploit the most effective aspects, while controlling as best as possible. It is necessary to perfect better regulations, more importantly, the authorities must supplement and adjust control work to prevent this crime more effectively; the awareness of prevention of individuals and organizations, otherwise they will become victims of this crime", Mr. Le Minh Tri emphasized.
According to Mr. Le Minh Tri, cybercrime is a global problem in the integration trend. Therefore, the authorities need to detect it promptly to handle and deter it, but deterrence is not as good as preventing risks from the people themselves.
Regarding other issues such as suspended planning, flood prevention projects "but flooding still occurs" from voters' feedback, Mr. Le Minh Tri said that he will take note and report to the Ho Chi Minh City People's Committee.
In addition, at the meeting, voters were also concerned that if the salary increase is adjusted, market prices will also increase, and pensions are still very low. Responding to voters, Mr. Le Minh Tri said that from July 1, in addition to the 30% increase in the basic salary, the National Assembly assigned the Government to continue reviewing and adjusting the pension to increase by 15% compared to the current level, while pensions will also be subsidized for those with meritorious services, increasing by over 35%.
The National Assembly passed 11 laws and 21 resolutions.
Announcing at the meeting with voters, Mr. Nguyen Tri Thuc said that after more than 27 working days, the 7th session of the 15th National Assembly passed 11 laws and 21 resolutions; reviewed and decided on personnel work under its authority, socio-economic issues, and the state budget.

Specifically, with a high approval rate, the National Assembly voted to pass 11 laws, notably: Law on Organization of People's Courts; Law on Social Insurance; Law on Roads; Law on Road Traffic Order and Safety; Law on Management and Use of Weapons, Explosives and Supporting Tools... In addition, the National Assembly passed and allowed the Land Law, Housing Law, and Real Estate Business Law to take effect from August 1, 2024 (except Clause 10, Article 255 and Clause 4, Article 260 of the Land Law to take effect from January 1, 2025).
Through the General Resolution of the session, the National Assembly resolved to adjust the regional minimum wage according to the provisions of the Labor Code (an average increase of 6%); regulate the wage mechanism for state-owned enterprises (applied from January 1, 2025). At the same time, from July 1, 2024, the basic wage will be adjusted from VND 1.8 million/month to VND 2.34 million/month (an increase of 30%); current pensions and social insurance benefits (June 2024) will be adjusted to increase by 15%; preferential allowances for meritorious people and social allowances will also increase compared to before, increasing by 35.7% and 38.9%, respectively.
Also at the session, the National Assembly decided to extend the application of the 8% VAT, a 2% reduction compared to the current rate, for a number of groups of goods and services by 6 months, until the end of 2024, although according to impact assessment, this is expected to reduce budget revenue in the second half of this year by about 24,000 billion VND.
