Easy to do first, difficult to do later
According to Plan No. 04-KH/BCĐ of the Provincial Steering Committee for the Elimination of Temporary and Dilapidated Houses, by June 30, 2025, Binh Phuoc strives to complete the construction and repair of 797 houses for people with revolutionary contributions, martyrs' relatives, and poor and near-poor households in districts, towns, and cities. With 200 days to complete this task, all levels, sectors, localities, and units have proposed specific measures and solutions to flexibly adapt to the actual situation; ensuring the implementation progress according to plan.

At the working session with the Steering Committee for the implementation of eliminating temporary and dilapidated houses in districts, towns and cities, Vice Chairman of the Provincial Vietnam Fatherland Front Committee Do Dai Dong suggested that localities prioritize early support for households that meet the conditions, are not entangled in legal procedures, especially land issues, to implement house construction according to the motto "easy to do first, difficult to do later", in the immediate future, the Provincial "For the Poor" Fund will allocate funds to support households with land to build houses.
The province agreed to advance VND 6 billion 60 million (VND 60 million for new construction/house, VND 30 million for repair/house) from the provincial "For the Poor" Fund to build and repair 166 houses for people with revolutionary contributions and martyrs' relatives. After being allocated central support funds according to Decision No. 21/2024/QD-TTg dated November 22, 2024 of the Prime Minister, the provincial "For the Poor" Fund will be returned to the provincial "For the Poor" Fund. At the same time, the provincial "For the Poor" Fund will mobilize additional funding to increase the support level for new construction to VND 100 million/house and repair VND 50 million/house for this group of people.
Provincial and Bu Gia Map district leaders presented symbolic boards to support funding for house construction for poor and near-poor households in Bu Gia Map district.
Continue to prioritize the construction and repair of houses for 433/631 poor and near-poor households that meet land conditions. The remaining 198 households with land difficulties (including: 59 households without land, 68 households in bauxite mineral planning areas, 1 household in traffic planning areas, 70 households in forestry land planning areas), after localities have specific solutions, will continue to carry out house construction and repair.
Synchronize solutions
In order to urgently implement the "200-day campaign to eliminate temporary and dilapidated houses" in the province, from the very first days, all levels and sectors have started to review and propose measures to remove difficulties and obstacles in the implementation process. Steering committees at all levels organized thematic conferences, assigned comrades in the Standing Committee to be in charge of communes, and urged and inspected with the highest sense of responsibility.
The Department of Agriculture and Environment, People's Committees of districts, towns and cities organize guidance on procedures for giving and donating land to build houses for people; handle problems related to determining land for house construction and repair. Urgently speed up the progress of granting land use right certificates to eligible households. The Department of Agriculture and Rural Development (after merging with the Department of Agriculture and Environment) issued Document No. 554/SNN-KL dated February 22, 2025, guiding the People's Committees of districts and towns on a number of contents related to converting forest use purposes to other purposes to implement the elimination of temporary and dilapidated houses.

The Department of Construction, based on the reference house models according to the standards prescribed by the Ministry of Construction, guides localities to apply house models suitable to the customs and practices of the people to carry out construction and repair. Currently, the Department of Construction has issued 2 house models and 1 prefabricated house model for localities to apply appropriately. Bu Dang district is implementing the prefabricated house model for beneficiaries of the program.
Localities have also simultaneously held groundbreaking ceremonies for house construction for beneficiaries of the program. Many localities have flexibly mobilized businesses to support land for house construction for households without land, such as Bu Dop district mobilized Thanh Liem Company Limited to support about 6 sao of land, worth 600 million VND to build houses for 17 local households; Hon Quan, Dong Phu, Phu Rieng districts... also have many effective methods of mobilizing land support for house construction for poor and near-poor households.
Ms. Pham Thi Bon in village 4, Thien Hung commune is one of 17 poor households that Thanh Liem Company Limited supported with land to build houses in village 7, Thien Hung commune. She emotionally shared: Our family is in difficulty, if there is no support for land from the company, the dream of living in a solid house will always be just a dream. With this timely support, the family will work hard to escape poverty sustainably.
The working delegation of the Vietnam Fatherland Front Provincial Committee surveyed the housing situation of poor households in Phuoc Son commune, Bu Dang district.
According to the report of the Provincial Vietnam Fatherland Front Committee, the total cost of building and repairing 797 houses for people with meritorious services to the revolution, relatives of martyrs and poor and near-poor households is 53 billion 840 million VND, including 43 billion 920 million VND for new houses and 9 billion 920 million VND for house repairs. Regarding the funding source for building and repairing houses for 166 families of people with meritorious services to the revolution and relatives of martyrs, with the support level of 100 million VND/house for new construction and 50 million VND/house for repairs, the Provincial "For the Poor" Fund has been transferred to localities for implementation.
The budget for building and repairing houses for 631 poor and near-poor households from the regular budget savings in 2024, about 35 billion 784 million VND, has been deployed by localities to build and repair houses. The provincial "For the Poor" Fund will support an additional 9 billion 976 million VND for localities that are still lacking to complete the goal of building and repairing houses according to the set plan.
Concluding the working session with agencies and units to listen to reports on progress and difficulties and obstacles in implementing the program to eliminate temporary and dilapidated houses in the province on March 27, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Tran Tuyet Minh proposed that the program end date in the whole province be April 30, 2025 (previously June 30). The early realization of the goal of eliminating 797 temporary and dilapidated houses not only helps poor and near-poor households have stable housing and improve their quality of life, the program also has profound humanitarian significance, contributing to the successful implementation of the province's sustainable poverty reduction work.
By the end of March 26, 2025, the whole province had started construction and repair of 448/797 houses, of which 342/631 were for poor and near-poor households; 106/166 were for people with revolutionary contributions and relatives of martyrs.
