According to the document on continuing to rectify discipline and administrative discipline recently issued by the Provincial People's Committee, recently, the Provincial Party Committee and the Provincial People's Committee have directed strongly in rectify discipline and administrative discipline in the province. However, the situation of avoiding, shirking responsibility, and fear of making mistakes when handling work by a number of cadres, civil servants, and public employees in a number of State administrative agencies at all levels has not been effectively overcome; the coordination between agencies, units, and localities in handling work is not tight and timely, and there are cases of slow participation in giving opinions or participation in giving opinions but without clear opinions and viewpoints, prolonging the processing time, affecting the progress, quality, and efficiency of work.

Pursuant to Official Dispatch No. 968/CD-TTg dated October 16, 2023 of the Prime Minister on continuing to rectify and strengthen discipline and order in State administrative agencies at all levels; Conclusion No. 29-KL/TU dated July 22, 2021 of the Standing Committee of the Provincial Party Committee on continuing to tighten discipline and administrative order, improve public ethics among cadres, civil servants, public employees and cadres and soldiers of the armed forces, meeting task requirements; In order to promptly rectify and overcome the above-mentioned shortcomings and limitations, contribute to improving the effectiveness and efficiency of direction and administration, promptly remove difficulties and obstacles, especially difficulties and obstacles for people and businesses, strive to achieve the highest goals and targets for socio-economic development in 2023 and the following years, the Chairman of the Provincial People's Committee requests directors of departments, heads of departments, branches, public service units under the Provincial People's Committee, chairmen of People's Committees of districts, cities, towns, and central agencies located in the province to seriously disseminate Official Dispatch No. 968/CD-TTg dated October 16, 2023 of the Prime Minister to each agency, unit, cadre, civil servant, and public employee under their management authority to raise awareness, continue to rectify, strengthen discipline and order in performing tasks and public duties, and focus on effectively implementing key tasks.

First of all, promote the responsibility of the leader and the personal responsibility of cadres, civil servants and public employees in handling work; be ready to receive and complete well all assigned tasks; be responsible in advising and proposing; work with enthusiasm, dedication, responsibility, professionalism and science, creating specific products; promote positivity, proactiveness, innovation, creativity, flexibility and fluency in work, have clear viewpoints and opinions on new and difficult contents. Raise the sense of organizational discipline; use working hours effectively; assign tasks clearly and regularly urge, inspect and supervise the implementation of cadres, civil servants and public employees; strengthen discipline and administrative discipline, strictly comply with the conclusions and directions of the Provincial People's Committee and the Chairman of the Provincial People's Committee; continue to thoroughly grasp and effectively implement the working regulations of the Provincial People's Committee; Advise the Provincial People's Committee to seriously and effectively implement the conclusions and directions of the Government and the Prime Minister within the scope and responsibility of managing sectors and fields, and the directions of the Prime Minister in Official Dispatch No. 280/CD-TTg dated April 19, 2023 on rectification and strengthening of responsibility in handling the work of ministries, agencies and localities.

Proactively and actively organize the timely and effective implementation of tasks assigned by the Provincial People's Committee, Chairman of the Provincial People's Committee, Vice Chairman of the Provincial People's Committee; advise the Provincial People's Committee to promptly and effectively organize the implementation of tasks assigned by the Government and Prime Minister.

Strengthen inspection and examination of public service activities, especially surprise inspections; promote the role and responsibility of heads of agencies and units of internal inspection and examination to promptly commend and reward collectives and individuals who have done well, and strictly handle collectives and individuals who have not done well. Promptly review, decide or advise competent authorities to replace or transfer to other jobs for cadres, civil servants and public employees with weak capacity, who do not dare to do, avoid, push, work half-heartedly, are afraid of responsibility, stagnate and do not meet the requirements of assigned work. In cases of pushing, avoiding, lack of responsibility leading to delays or failure to decide on issues and work under their authority causing consequences, the responsibility of the collective and individuals involved must be reviewed and strictly handled in accordance with the regulations of the Party and the State.

Continue to review, promptly amend and supplement the working regulations and organize the implementation of tasks and work of agencies and units under authority to closely follow the actual situation; individualize individual responsibilities in each stage of the work processing process, ensuring that work under authority must be handled quickly, promptly and effectively with the motto "clear people, clear work, clear progress, clear responsibility and clear results". Directly and proactively organize the timely and effective implementation of assigned tasks to ensure strictness and science. Strictly organize the implementation of the code of conduct and public ethics of cadres, civil servants and public employees in performing their duties.

In the process of coordination to resolve work within the authority, only seek opinions from agencies directly related to the project, project..., do not seek coordination opinions from unrelated or unnecessary agencies. The agency whose opinion is sought is responsible for responding on time, in accordance with its functions and tasks, with clear viewpoints and responsibilities, not responding generally, avoiding or shirking responsibility, affecting the progress of work processing.

Organize to thoroughly grasp and effectively implement Decree No. 73/2023/ND-CP dated September 29, 2023 of the Government regulating the encouragement and protection of dynamic, creative, daring to think, daring to do, daring to take responsibility for the common good, creating a solid legal basis, building a favorable environment for cadres, civil servants and public employees to feel secure in performing their public duties, contributing to improving the effectiveness of direction, administration and work handling.

Determined and resolute in resolving administrative procedures promptly and effectively, ensuring democracy, publicity, transparency and convenience; regularly review and inspect administrative procedure settlement records in progress. Resolutely prevent delays, harassment, negativity and waste of resources and opportunities for the State, society, people and businesses; prevent people and businesses from shifting responsibility for administrative procedure settlement to people and businesses; strengthen supervision and inspection of administrative procedure implementation to detect and strictly handle agencies, units, heads of agencies, units and officials, civil servants and public employees who violate the law.

Promote the effectiveness of channels for receiving feedback and recommendations from people and businesses on the National Public Service Portal; proactively and actively organize dialogues with people and businesses to promptly and thoroughly resolve feedback, recommendations, thoughts, aspirations, and suggestions from people and businesses; report to competent authorities for consideration and handling of issues beyond their authority; absolutely do not push, beat around the bush, or avoid.

The Chairman of the Provincial People's Committee also assigned the Department of Home Affairs to preside over and coordinate with relevant agencies to monitor, urge and inspect the implementation of the direction of the Provincial People's Committee; review and advise on the implementation of mechanisms, policies and laws on the management of cadres, civil servants and public employees according to the regulations of the Central Government; advise on the promulgation of regulations on the management of cadres, civil servants and public employees according to their authority, focusing on innovating and improving the quality of the work of evaluating cadres, civil servants and public employees according to criteria, by specific products and results, and quantifiable assessments; linking individual assessments with collective and performance results of agencies and units; effectively using assessment results as a basis for arranging, using, appointing, rewarding and disciplining cadres, civil servants and public employees; Synthesize, report or advise competent authorities on the implementation results of Official Dispatch No. 968/CD-TTg dated October 16, 2023 of the Prime Minister and Conclusion No. 29-KL/TU dated July 22, 2021 of the Provincial Party Standing Committee in the province according to regulations...
