Proactive government, cooperative people

Mr. Nguyen Van Thoa has a piece of land in village 6, old Thuy Son commune, now Thuy Duong ward (Thuy Nguyen city). When he had to transact with the bank, he was instructed to correct the current land according to the new address. On January 17, Mr. Thoa went to the "one-stop" department of Thuy Nguyen city to submit the land use right certificate and citizen identification card, and was given an appointment letter to come and receive the documents on February 10. "According to the regulations for the correction documents, citizens will receive them 10 days from the date of submission of the application, but I did this procedure right before Tet so I had to wait longer. However, the spirit, attentive service attitude, and thoughtful guidance of the staff of the "one-stop" department made me comfortable and ready to wait for the appointment", Mr. Thoa said.

The sympathy and cooperation of citizens with the government is very commendable because this is both the time before Tet and the transition of local operating models such as Thuy Nguyen from district to city or An Duong from district to district, so there are certain impacts, especially in the implementation of administrative procedures of people and businesses. In fact, the process of implementing the urban government model and arranging administrative units requires determination, perseverance and close coordination between levels, sectors and people.

In particular, all levels and sectors need to organize synchronous and effective implementation, perfecting the urban government organization model in accordance with the spirit of Resolution 169 of the National Assembly on the organization of urban government in Hai Phong city, ensuring stability, unity, and no interruption in state management activities and provision of public services; quickly perfecting the government system at all levels after the arrangement, ensuring unity and connectivity in state management; focusing on training and fostering cadres and civil servants to meet the requirements of tasks in the new situation.

In addition, all levels and sectors continue to strengthen consensus, support and create favorable conditions for the people. To do so, each level, sector, locality and unit needs to carry out propaganda and dissemination work well so that people clearly understand the purpose and meaning of the resolution. At the same time, simplify administrative procedures, especially those related to changing documents and records of people and businesses after the rearrangement; thoroughly resolve problems and recommendations arising during the implementation process; ensure the legitimate rights of officials, civil servants and workers, especially those affected by the streamlining of payroll or rearrangement of job positions.

Breakthrough for Hai Phong to develop more dynamically

In fact, before Hai Phong city, the whole country had a number of centrally-run cities applying the urban government organization model according to the provisions of laws and resolutions of the National Assembly, such as Ho Chi Minh City and Da Nang City. In the general correlation between provinces and cities across the country, Hai Phong city is identified not only as an important development pole in the Hanoi - Hai Phong - Quang Ninh development triangle, but also as a key economic development center, especially the marine economy of the Northern region and the whole country. In fact, Hai Phong is currently on the path of strong development. Therefore, Resolution 169 of the National Assembly on the organization of urban government in Hai Phong city was passed, effective from January 1, 2025 and implemented from July 1, 2026 to correspond to the 2026-2031 term of the People's Council and People's Committee at all levels as for other localities. This is the basis for the city to build a streamlined, effective and highly efficient apparatus, promote autonomy, self-responsibility and transparency in management, thereby mobilizing all resources for the city's breakthrough development.

To put the resolution into practice, the city continues to strongly decentralize the government system in areas such as urban management, planning, investment, finance, ensuring autonomy and self-responsibility; build economic and social development policies and strategies suitable to the scale and characteristics of the administrative units after the rearrangement. Focus resources on developing and upgrading technical and social infrastructure, attracting investors and improving the quality of life of the people, aiming to become a smart and modern city.

Along with that, strengthen the supervision of implementation to promptly detect and resolve difficulties and problems in the implementation process, especially paying attention to the arrangement, management and use of headquarters and public assets of agencies and units in accordance with regulations, ensuring savings and high efficiency...
