Implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide", Ha Giang province has built 2,175 houses/a total of 10,688 households needing support to eliminate temporary and dilapidated houses, including 2,009 newly built houses and 166 repaired houses.
Ha Giang is a mountainous border province located in the northernmost part of the country with a high rate of poor and near-poor households. In recent years, the Party Committee and authorities at all levels of Ha Giang province have focused on leading and directing the synchronous implementation of many housing support mechanisms and policies, especially housing for people with revolutionary contributions, poor households and near-poor households.
According to the data of the provincial Department of Labor, War Invalids and Social Affairs, the results of the first review showed that the whole Ha Giang province has a total of 7,225 households in need of support to remove temporary and dilapidated houses. Of these, 6,161 households need to build new houses and 1,064 households need to repair them.
Immediately after the Provincial Steering Committee Conference on the implementation of eliminating temporary and dilapidated houses in Ha Giang province took place on November 12, 2024, the Steering Committees of districts and cities simultaneously launched the implementation of eliminating temporary and dilapidated houses. Mobilizing all cadres, civil servants, public employees, armed forces and workers, associations, unions, communities... to actively respond to the emulation movement "Join hands to eliminate temporary and dilapidated houses" in the province to contribute to spreading the emulation movement in society, and at the same time join hands and contribute to supporting the program of eliminating temporary and dilapidated houses with the spirit of "depending on the ability, whoever has more contributes more, whoever has less contributes less".
Effectively mobilizing resources to serve the emulation movement, up to now, Ha Giang province has received 265.5 billion VND in support from economic groups, companies, enterprises, and units inside and outside the province. In addition, the member sectors of the Provincial Steering Committee have also proactively mobilized resources to directly support the districts, typically the Provincial Border Guard Command, Ha Giang Newspaper, Provincial Police, etc.; the districts also used self-mobilized socialized funds to provide additional support to households in difficult circumstances to build kitchens and toilets.
In Quan Ba district, there are a total of 50 households eligible for support to remove temporary and dilapidated houses. Immediately after the province's launching ceremony, the district urgently and proactively launched early and directed communes and towns to take drastic action, step up propaganda, and mobilize people to prepare conditions to start building new houses.
Dong Van District - one of the four highland border districts of Ha Giang Province - currently has 89 poor and near-poor households with housing difficulties that meet the conditions; 44 households affected by natural disasters and nearly 500 households under the National Target Program on Eliminating Temporary Houses. Ma Le Commune (Dong Van District) has 10 poor and near-poor households that meet the conditions to eliminate temporary and dilapidated houses.
According to the plan, families in Ma Le will be supported with 60 million VND to build houses that meet the 3-hard standards. In particular, during the construction process, families will receive additional help from the local government and community with materials, labor, and strive to complete their new houses before the Lunar New Year 2025.
With high determination and great efforts, after more than 2 months of implementation, Ha Giang province has built 2,175 houses/a total of 10,688 households needing support to remove temporary and dilapidated houses, including 2,009 newly built houses and 166 repaired houses.
The results achieved affirm the political determination of the political system from the province to the locality in realizing the major policies of the Party and the State when putting them into practice. The movements have created a vibrant competitive atmosphere, promoting the strength of the entire political system and all classes of people, focusing all resources to achieve the goal of completely eliminating temporary and dilapidated houses for poor and near-poor households in the province by the end of 2025.
Along with that, the Steering Committees at all levels from the province to the grassroots level have strengthened the inspection, supervision, and urging of the implementation at the grassroots level, ensuring labor safety during the construction process. The implementation of housing construction is associated with the criteria of new rural construction, natural disaster prevention, and ensuring the quality of the works. In addition, promoting propaganda and mobilizing people to build houses according to the traditional house model of the locality.
Ha Giang province said it will continue to thoroughly grasp and seriously implement the Prime Minister's directive: Eliminate all temporary and dilapidated houses so that no one is left behind in the era of national development. The movement to eliminate temporary and dilapidated houses in the province is actively implemented and is expected to contribute to effectively implementing the goal of sustainable poverty reduction; creating a premise and a solid foundation to focus on attracting investment, developing the economy, and successfully implementing the goals and targets set by the Resolution of the 17th Ha Giang Provincial Party Congress.
