Steady and confident entering the 'battlefield'

In a conversation with The World and Vietnam Newspaper on the occasion of the New Year of the Snake, Dr. Cu Van Trung, Director of the Institute for Policy Research and Social Issues, expressed excitement and high expectations for the above Resolution.

Vietnam is “reaching the finish line” in implementing the Resolution of the 13th National Party Congress and entering an era of national development. One of the seven strategic orientations to bring the country into a new era that General Secretary To Lam put forward is digital transformation. How do you evaluate the country’s digital transformation achievements in recent times?

It is clear that digital transformation in Vietnam has achieved many successes in recent times. We have had a widespread campaign, "knocking on the door" of each segment of the population. We have gradually mastered many aspects of the digital economy, digital government and digital society. A lot of data is synchronized, collected, valuable in exploitation, comparison and operation for the goal of national development. I think that very few people are outside this "long march".

The path to national development based on science, technology, innovation and digital transformation is still long ahead. However, up to now, we have gradually caught up, with more regular and professional steps on that path. Digital transformation has entered every corner of life, from people to businesses, all are directly enjoying the results of the national digital transformation program.

It can be affirmed that this achievement is thanks to the great efforts and endeavors of the Party in leading and directing the state and people for an irreversible process - the digital transformation process in Vietnam. The results of the past time in all aspects of economic and social life in Vietnam are the pride that we can be proud of.

Resolution 57 was issued at the right time when Vietnam needed a driving force, needed to mobilize the strength of the entire nation, to develop the country. The Resolution is the "lowering" of policy to each "step" of social life.

On December 22, 2024, General Secretary To Lam signed and issued Resolution No. 57-NQ/TW of the Politburo (Resolution 57) on breakthroughs in science, technology, innovation and national digital transformation. What do you think about the significance of this Resolution?

Resolution 57 was born at the right time when Vietnam needed a driving force, needed to mobilize the strength of the entire nation, to develop the country. The Resolution is a "downgrade" of policy to each "step" of social life because the Resolution is correct and meets the requirements of life, focusing on the human factor.

This is a Resolution of literary and cultural quality because it was born from the Party and State Leaders' concerns for the people and their aspirations for national development. Only when there are thoughts about the difficulties of the times and the reality of the country can there be a Resolution that moves the people and creates so much sympathy for scientists!

Currently, we are still stuck with institutions, mechanisms, policies and human resources (human resources, talents) in developing science and technology, innovation and digital transformation. Aware of this, the Party calls on all forces in the whole society to join hands for the goal of prosperous development of the nation.

For the country to make a breakthrough in the future, developing science and technology, innovation and digital transformation are some of the prerequisites and prerequisites. Meanwhile, to master and operate these issues smoothly, people must be the subject. Resolution 57 is a great political sponsorship, a spiritual support for the people, for the prosperity of the country.

The resolution mentions respecting every single piece of research that is useful to society by any individual. The resolution accepts delays and errors in this field and exempts criminal liability or a series of issues related to scientific and technological research and digital transformation. I think that is a broad integration to exploit creative ideas, arousing the desire to contribute of the people, of scientists at home and abroad.

For generations, the people have been the object and the subject that helps the country develop strongly and prosperously. Our Party once again deeply understands the role of the people and has issued Resolution 57 of great significance.

What difficulties will be encountered in implementing Resolution 57, in your opinion? How can those difficulties be resolved?

Resolution 57 clearly stated in the beginning about the country's difficulties, which is the lack of uniformity and unevenness in awareness at all levels, sectors, and in the government about digital transformation, science and technology, and innovation. Therefore, in my opinion, for the Resolution to be successful, first of all, it must be thoroughly understood and strongly propagated to every Party cell and every corner of social life in order to create a wave of consensus among the people.

That will help the country have a solid and confident stance to enter the new "battlefield" of scientific and technological development. In this "battlefield", our country relies on science and technology, innovation and digital transformation to develop, to create new production relations, to bring advanced production methods into socio-economic life, helping us to develop rapidly, shortening the gap with developed countries.

Next, Vietnam currently lacks facilities, national infrastructure for digital transformation, high-quality human resources, and financial resources.

Perhaps, realizing that difficulty, one of the tasks and solutions proposed in Resolution No. 57 is to develop high-quality human resources and talents to meet digital transformation, science and technology development and innovation. In response to this requirement, how should Vietnamese universities and training institutions transform themselves, in your opinion?

Training high-quality human resources is not a problem that can be solved overnight, so universities need to find solutions and determine their own directions.

Vietnam is lacking experts in artificial intelligence (AI) and innovation. To make a breakthrough, there needs to be a specific mechanism in training regulations, attracting foreign experts and professionals in that field to Vietnam to work, contribute and train human resources for the country.

So what is the keyword for digital transformation in 2025?

In my opinion, “innovation for success” is the key word for Vietnam’s digital transformation journey this year. Resolution 57 is like a fertile soil, nurturing human creativity and ideas.

Vietnamese people will have the materials, catalysts and spiritual stimulation to explore new ways and methods to improve labor productivity, work efficiency, create more wealth in society, enrich themselves and develop the country. Therefore, making good use of Resolution 57 will be a strong enough push to help the country rise up successfully.
