Vingroup proposes to build huge capacity electricity: Does it exceed planning framework 8?

Many renewable energy and NLG power projects proposed by Vingroup Corporation 'exceed' many times the capacity proposed by the Ministry of Industry and Trade to the Government in the draft adjustment of the 8th electricity plan.

The series of renewable energy and LNG power projects proposed by Vingroup Group have attracted attention because of their large capacity compared to the draft adjustment and supplement to the 8th power plan that is being reviewed and approved by the Ministry of Industry and Trade for the Government.

Proposal to make a series of projects of 47,500MW scale

Vingroup proposed that the Prime Minister consider and approve the addition to the revised Power Plan 8 and the implementation plan for the revised Power Plan 8 for renewable energy projects with a total capacity of 47,500 MW for two phases. The 2025-2030 phase alone has a total investment of 20-25 billion USD.

The criteria for determining these projects given by Vingroup are based on the criteria of the Ministry of Industry and Trade, along with a number of criteria that have been separately researched.

Specifically: Provinces with potential in terms of land fund, connection capacity and proximity to large load centers to build large capacity projects, becoming national energy centers (over 5,000MW).

Projects are deployed in locations with good wind and radiation potential; technology types and locations are selected to optimize project development time, power production efficiency and financial efficiency.

Regarding the LNG thermal power plant, Vingroup Corporation proposed to add the LNG thermal power plant project in Hai Phong, with a capacity of 5,000 MW; implementation period is 2025-2030; total investment is 5.5 billion USD.

The list of renewable energy projects proposed by Vingroup for two phases until 2035 will include: a floating solar power plant on Son La hydroelectric lake with a capacity of 8,000 MW; a solar and wind power plant in Dak Lak with a total capacity of 9,000 MW.

Floating solar power plant at Song Than lake and wind power in Ninh Thuan with 5,000MW; in Binh Phuoc is the solar power plant in Loc Ninh with 8,000MW; in Dong Nai is floating solar power at Tri An lake, capacity 5,000MW; in Tra Vinh or Soc Trang is nearshore wind power with capacity 7,500MW.

There are proposed projects that are not yet in the planning.

However, in the report sent by the Ministry of Industry and Trade to the Prime Minister and Deputy Prime Minister Bui Thanh Son for approval of the adjustment of the 8th power plan, the list of proposed projects has a much lower capacity than the group's proposal.

For example, in Binh Phuoc, the total capacity of concentrated solar power projects in this province by 2035 is 4,250.6 MW. Including Loc Ninh solar power with an expected capacity of 800 MW, while Vingroup proposed a project with a capacity of up to 8,000 MW.

In Dong Nai, there are also many solar power projects, but the highest capacity in the province for the period 2025 - 2030 is 1,029MW and 2031-2035 is 3,894MW, equivalent to the capacity of the project proposed by Vingroup at Tri An lake.

In Ninh Thuan, the solar power project at Song Than Lake has a capacity of only 64MW; the floating solar power project at Son La Hydropower Plant is 800MW; in Dak Lak, the highest Ea Sup solar power project is 1,400MW.

Regarding LNG thermal power, the specific project proposed by Vingroup is LNG Hai Phong with a capacity of 5,000 MW. However, in the list of LNG projects announced in Power Plan 8, there is no LNG project located in Hai Phong. The draft revised Power Plan 8 also does not propose additional NLG power projects in localities.

Specifically, with 15 LNG power projects with a total capacity of 25,524MW, the projects will only include Quang Ninh, Thai Binh, Nghi Son, Quang Trach, Hai Lang, Ca Na, Son My, Long Son, Nhon Trach, Hiep Phuoc, Long An, Bac Lieu...

Regarding the development of LNG sources, the Ministry of Industry and Trade also stated its view that it would limit the development of power sources using LNG if there are alternative solutions to reduce dependence on imported fuel.

Talking to Tuoi Tre Online about Vingroup's proposal, a leader of the Ministry of Industry and Trade said that the entire system capacity in the 8th power plan and the draft adjustment and supplement to the 8th power plan have been carefully calculated to ensure sufficient power supply and optimize the system.

Therefore, in case of proposing to deploy projects for self-production and self-consumption, not connecting to the system, or not selling electricity to the national power system, it will not be limited by the power planning.

However, if the project is connected and sells electricity to the system, it must be implemented according to the plan. Therefore, it should be noted in the context that the entire power system has been optimally calculated to ensure the system.
