At the meeting, recalling the trip accompanying Prime Minister Pham Minh Chinh to attend COP28 (Conference of Parties to the United Nations Framework Convention on Climate Change) in Dubai recently, Minister Dao Ngoc Dung shared that, in front of international friends, the head of the Vietnamese Government expressed his responsibility and commitment in participating in handling one of the biggest global challenges today.
Emphasizing the Prime Minister's statement, Minister Dao Ngoc Dung said that Vietnam has been reaffirming its efforts to join hands with the international community, turning commitments on response into concrete actions.
"Currently, the carbon credit market in the world is very vibrant, across all continents, however, each country and each region has different operating methods and histories.
Regarding carbon market conversion and carbon credits, Vietnam has great potential, but if it does not grasp, act early, and implement early, it will fall behind the world," said Minister Dao Ngoc Dung.
At the meeting, Dr. Le Hoang The, Director of The Vos Ecosystem Company Limited, said that Vietnam is one of the countries with great potential for carbon credit supply, expected to bring high economic benefits when world demand is forecast to increase nearly 100 times by 2050.
It is estimated that Vietnam has 57 million carbon credits, equivalent to 52 million tons of CO2, that can be sold to international organizations.
Mr. The believes that carbon appraisers with expertise and international certification are an important link to help Vietnam operate the carbon credit market. However, the domestic environment still lacks a program to support training and grant certificates and degrees.
In the context of Vietnam implementing the green economy, circular economy and the United Nations' commitment to combating climate change, including the goal of achieving net zero carbon emissions by 2050, Mr. The said that Vietnam needs a large, professional workforce to implement the key solution of building a mandatory carbon credit market. This workforce needs to have in-depth knowledge of appraisal mechanisms, related documentation, declaration and evaluation of carbon credits.
According to The Vos' calculations, with Vietnam's forest reserves and carbon footprint market, if 1 person is in charge of 100 hectares of forest, 150,000 people are needed to do the declaration work.
In such a context, The Vos and Intertek proposed to cooperate with the Ministry of Labor, War Invalids and Social Affairs for 11 training programs, including the carbon credit training program.
Welcoming The Vos for consulting the Ministry of Labor, Invalids and Social Affairs on the issue of carbon market and carbon credits, Minister Dao Ngoc Dung assessed that not only the Ministry of Labor but also many other ministries and sectors do not really have a deep understanding of this field.
Faced with these difficulties, the Minister said that the Ministry of Labor, Invalids and Social Affairs is ready to listen, cooperate and create favorable conditions for the joint venture The Vos (Vos Gact) and Intertex in the spirit of mutual benefit.
On the sector side, Minister Dao Ngoc Dung assigned the Department of Employment to preside over and coordinate with agencies to organize training to improve knowledge about carbon market and carbon credits for all officers and employees of the Ministry.
During the meeting, the Ministry's leaders agreed to let 4 universities under the Ministry and Lao Cai College act as pilot schools, assigning the principals of the schools to directly negotiate and sign the carbon credit human resource training program.
"It is important to identify the right target learners, first of all to set a benchmark in the school sector. Schools must conduct a thorough survey to guide learners to the appropriate program," the Minister emphasized.
