Speaking to the press, General Secretary Nguyen Phu Trong said that the two sides agreed that the Vietnam-US relationship has had strong, profound, substantive, and effective developments since the normalization of relations and the establishment of the Comprehensive Partnership.

The General Secretary stated that the Comprehensive Strategic Partnership continues to be based on full respect for the fundamental principles that have guided the bilateral relationship over the past time, including respect for the United Nations Charter, international law, and each other's political institutions, independence, sovereignty, and territorial integrity. The two sides also emphasized that mutual understanding, each other's circumstances, respect for each other's legitimate interests, and non-interference in each other's internal affairs are fundamental principles that are always important for bilateral relations and international relations. Vietnam highly appreciates and values ​​the US's affirmation of its support for a "strong, independent, self-reliant, and prosperous" Vietnam.

The contents of the new cooperative relationship inherit the existing cooperation contents between the two countries and bring them to a new level by promoting economic, trade and investment cooperation in the direction of innovation as the foundation, focus and driving force of the bilateral relationship; enhancing scientific and technological cooperation is a new breakthrough of the Comprehensive Strategic Partnership for peace, cooperation and sustainable development. In the coming time, relevant agencies of the two countries will coordinate to implement the agreements reached.

“Vietnam promotes relations with the United States and other international partners in the spirit that President Ho Chi Minh clearly stated after Vietnam regained independence that Vietnam would be friends with all countries. Regarding the United States, President Ho Chi Minh affirmed Vietnam's complete independence and Vietnam's readiness to fully cooperate with the United States; such independence and cooperation are beneficial to the whole world. We all know that, in the years that followed, the Vietnamese people had to undergo countless sacrifices and hardships to protect the independence and unification of the country,” the General Secretary said.

General Secretary Nguyen Phu Trong emphasized: The 13th National Congress of the Communist Party of Vietnam also determined the policy of promoting and deepening bilateral cooperation within the framework of a consistent foreign policy of independence, self-reliance, peace, friendship, cooperation and development, diversification and multilateralization of foreign relations. Vietnam is a friend, a reliable partner and an active, responsible member of the international community.

The two sides informed each other about the situation in the two countries and expressed their appreciation for the efforts and positive results achieved in socio-economic development in each country. Regarding complicated situations and international conflicts, Vietnam hopes that the parties will engage in dialogue and resolve them peacefully on the basis of respect for the fundamental principles of international law and the United Nations Charter.

General Secretary Nguyen Phu Trong hopes that, through this important and meaningful visit, the President and the delegation will have the opportunity to directly experience the innovative, developing, dynamic country of Vietnam, with its long history and culture, and the Vietnamese people who are affectionate, hospitable, friendly and peace-loving.

President Joe Biden thanked General Secretary Nguyen Phu Trong and the Vietnamese side for the warm and sincere welcome given to the delegation at this historic moment. The two sides upgraded the relationship between the two countries to promote security, prosperity, peace, cooperation and development.

President Joe Biden expressed his delight at the upgrade of the Comprehensive Strategic Partnership between the two countries. This is an important step, deepening cooperation in the field of critical and emerging technologies, especially in building a more resilient supply chain for the semiconductor industry; expanding the economic partnership to further promote investment and trade between the two countries; and promoting educational exchanges.

Emphasizing that all that has been achieved in recent years is not accidental or inevitable but requires the efforts of the leaders of the two countries, President Joe Biden said that 10 years ago, the two countries achieved a major milestone when establishing a Comprehensive Partnership.

President Joe Biden appreciated the way the two countries and peoples have built trust and mutual understanding to deal with the consequences of war such as: clearing unexploded ordnance, cleaning up environmental pollution caused by dioxin, expanding programs to help people with disabilities, and searching for and collecting the remains of American soldiers missing in action in the war in Vietnam as well as Vietnamese soldiers missing in action in the war.

President Joe Biden expressed his anticipation and look forward to a new chapter in the relationship between the two countries.
