'Vietnam is most attractive to US investors in the semiconductor sector'

The President of the US Semiconductor Industry Association said Vietnam is the most attractive destination for investors in the US semiconductor sector.

This was shared by Mr. John Neffeur, President of the Semiconductor Industry Association (SIA) during a meeting with Prime Minister Pham Minh Chinh on the afternoon of December 7. The meeting also included leaders of leading US semiconductor companies such as Intel, Qualcom, Ampere, ARM...

"The US is in dire need of semiconductor workers. And since Covid-19, Vietnamese human resources have been an important source of compensation for this shortage. Vietnam is the most attractive destination for US investors in the semiconductor sector and can play a strategic role in providing human resources," said Mr. John Neffeur.

SIA also assessed that Vietnam has made impressive progress in this field, becoming an important destination in the semiconductor supply chain.

The Prime Minister said that Vietnam is also researching and building a human resource development strategy, along with appropriate incentive mechanisms to attract leading foreign semiconductor chip manufacturing, design and development enterprises.

According to the Prime Minister, Vietnam currently has about 6,000 engineers working in the semiconductor industry for domestic and foreign enterprises. By 2030, Vietnam aims to train 50,000 high-quality engineers, with priority given to training semiconductor design engineers.

At the meeting, the Prime Minister emphasized that in the newly established Comprehensive Strategic Partnership, Vietnam and the US have agreed to make science, technology and innovation an important new pillar in the bilateral relationship. Therefore, it is necessary to focus resources and prioritize a number of key areas for Vietnam, especially the semiconductor industry.

The Prime Minister and Mr. John Neffeur both assessed that the potential for cooperation in this industry is very large. Currently, the Ministry of Planning and Investment is assigned to coordinate with relevant ministries to continue implementing specific cooperation with SIA.

Prime Minister Pham Minh Chinh asked SIA to urge the US to soon recognize Vietnam's market economy status and abolish unnecessary controls on technology transfer, human resource training, construction of laboratories, and support for Vietnamese enterprises to participate in the US's global semiconductor supply chain...

The SIA Chairman also said that US businesses are excited to welcome Vietnam's national semiconductor strategy, hoping that Vietnam will play an even more important role in the global supply chain, quickly taking advantage of new opportunities that are opening up, especially chip design, which does not require much investment compared to manufacturing.

Previously, at the Prime Minister's meeting with the SIA Chairman and senior leaders of US semiconductor businesses in September, the two sides agreed to promote US semiconductor business delegations to visit and explore investment opportunities in Vietnam and support connecting businesses of the two countries.

Founded in 1977, SIA represents the U.S. semiconductor industry, one of the nation’s leading export industries and a key driver of U.S. economic strength, national security, and global competitiveness. Today, SIA’s network of member companies accounts for 99% of U.S. semiconductor industry revenue, more than 65% of which are foreign-owned.
