Vietnam values ​​cooperation in the semiconductor field

On February 27, on the sidelines of the 13th WTO Ministerial Conference held in the UAE, Minister Nguyen Hong Dien had a meeting and worked with Mr. John Neuffer, President of the US Semiconductor Industry Association (SIA) to discuss cooperation in the semiconductor sector.

Minister Nguyen Hong Dien received and worked with Mr. John Neuffer, President of the Semiconductor Industry Association (SIA) to discuss cooperation in the semiconductor field.

During the meeting, Minister Nguyen Hong Dien affirmed that this is an area that Vietnam is very interested in and wishes to increase work with Associations and businesses to exchange information and experience in this field.

With the goal of deeply participating in the global semiconductor supply chain, Vietnam hopes that SIA will support and help Vietnam connect markets, technology, financial resources and soon have specific cooperation projects with US businesses so that there is a basis to consider appropriate mechanisms and policies to promote the development of the semiconductor industry.

The 13th WTO Ministerial Conference (MC13) will be held in Abu Dhabi, United Arab Emirates (UAE) from February 26-29, 2024.

The MC13 conference takes place in the context that the global economy in 2023 is still in the process of recovering to return to the growth trajectory as before the Covid-19 pandemic and at the same time is still being affected by the complicated international situation.

The Semiconductor Industry Association (SIA), founded in 1977, represents the U.S. semiconductor industry, one of America's leading export industries and a key driver of U.S. economic strength, national security, and global competitiveness.

To date, SIA has gathered a network of member companies that account for 99% of the US semiconductor industry's revenue, of which 2/3 are foreign semiconductor companies. SIA has been an active voice for the US side to promote cooperation in developing the semiconductor ecosystem in Vietnam.

Vietnam currently has about 6,000 engineers working in the semiconductor industry, working for domestic and foreign enterprises. Vietnam aims to train 50,000 high-quality engineers from now until 2030, with priority given to training semiconductor design engineers.

On December 7, 2023, Prime Minister Pham Minh Chinh received Mr. John Neffeur, President of the Semiconductor Industry Association (SIA) and leaders of leading US semiconductor companies such as Intel, Qualcom, Ampere, ARM... who visited and worked in Vietnam.

The Prime Minister asked SIA to urge the US to soon recognize Vietnam's market economy status and abolish unnecessary controls on technology transfer; promote cooperation in technology transfer, research, production, human resource training, construction of laboratories, support Vietnamese enterprises to participate in the US's global semiconductor supply chain, and cooperate in building and perfecting institutions and policies for sustainable development of the semiconductor sector.

The SIA Chairman said that the United States is thirsty for semiconductor human resources and that since the COVID-19 pandemic, Vietnamese human resources have been an important source of compensation for this shortage. He affirmed that Vietnam is the most attractive destination for US investors in the semiconductor sector and can play the role of a strategic partner in providing human resources.

Previously, at the working session between Prime Minister Pham Minh Chinh and the Chairman of SIA and senior leaders of US semiconductor enterprises in Washington DC in September 2023, the two sides agreed to promote delegations of US semiconductor enterprises to visit and explore investment opportunities in Vietnam and support connecting businesses of the two countries.

SIA Chairman John Neffeur made two working visits to Vietnam in January and October 2023 on the occasion of the Vietnam International Innovation Exhibition and the inauguration ceremony of the National Innovation Center facility at Hoa Lac Hi-Tech Park.
