"Power comes from people and businesses"
At the Vietnam - US Business Forum on Cooperation in Technology and Innovation, businesses said that the upgrading of the Vietnam - US relationship to Comprehensive Strategic Partnership, in which the leaders of the two countries agreed to make technology, innovation and investment truly become new pillars in the bilateral relationship, is a strong and positive turning point for businesses of the two countries to cooperate and invest.

Prime Minister Pham Minh Chinh welcomed the interest of enterprises in the Vietnamese market; said that with the viewpoint that "strength comes from people and enterprises", enterprises of the two countries have practical actions, concretizing the comprehensive strategic partnership between the two countries; bringing benefits to the nation and people of each country; in accordance with the development situation of the two countries, the general trend and in accordance with the business strategies of enterprises of the two countries.
The Prime Minister asked US businesses to realize the US's support for a "strong, independent, prosperous and self-reliant" Vietnam. In particular, businesses need to focus on the fields of trade, services; science and technology, innovation, especially digital technology and energy conversion, circular economy, and sharing economy.
Regarding the fundamental factors for businesses to feel secure in investing and developing, Prime Minister Pham Minh Chinh said that Vietnam is taking people as the center, the goal, the subject, the driving force and the resource of development; not sacrificing fairness, social security and the environment for mere economic growth.
Along with that, Vietnam implements an independent, self-reliant, diversified, multilateral foreign policy, is a good friend, a reliable partner and a responsible member of the international community; builds an independent, self-reliant economy associated with proactive, active, deep, substantive and effective international integration; the 4 no's defense policy "no participation in military alliances; no alliance with one country to fight another; no allowing foreign countries to set up military bases or use territory to fight against other countries; no use of force or threat of use of force in international relations".
Currently, Vietnam is implementing three strategic breakthroughs in institutional improvement, infrastructure development and human resource training, including in the fields of digital technology, energy transition, green transition, circular economy, sharing economy, etc.
With the viewpoint that "resources originate from thinking and awareness; motivation originates from innovation and creativity; strength originates from people and businesses", the Prime Minister hopes that US businesses will continue to invest in Vietnam, helping Vietnam participate in the global supply chain, especially in the fields of science, technology, and innovation to win together, benefit together, in the spirit of "harmonious benefits, shared risks".
Expanding cooperation in education and training
Visiting and speaking at the University of San Francisco (USF), Prime Minister Pham Minh Chinh said that the Joint Statement of the leaders of Vietnam and the US emphasized that education and training cooperation is one of the focuses of the bilateral relationship, especially in training high-quality human resources, helping Vietnam achieve its development goals. For its part, Vietnam identifies education as a top national policy with the policy of promoting lifelong learning; training high-quality human resources is one of three strategic breakthroughs.
In the overall bilateral relationship, the Vietnam-US educational cooperation has witnessed many strong developments in recent years, including the contribution of USF. Currently, there are about 50 joint training programs operating between higher education institutions of the two countries.
The Prime Minister said that Vietnam always wishes to seek and expand development cooperation opportunities with American educational and training institutions, including USF with its long history, long tradition and reputation worldwide.
The Prime Minister suggested that USF take the lead in the trend of cooperation between the two countries in education and training, identify Vietnam as a key cooperation point, provide more scholarships for Vietnamese students, focus on new areas such as innovation, digital transformation, green transformation, circular economy, sharing economy, etc.; create favorable conditions for foreign students, including students from Vietnam - a developing country with a transitional economy.
The Prime Minister also directly answered many questions from USF students; affirmed that the Party and State respect students' choices about study and work, but whenever they feel they can return home and make the best contribution to the country, they are welcome.
The Prime Minister said that the Government has issued Decree 140/2017/ND-CP on policies to attract and create human resources from excellent graduates and young scientists. Currently, agencies are continuing to research and develop new policies and regulations that are more appropriate and effective on this issue.
Vietnam to soon have a Semiconductor Research Institute
Yesterday afternoon, Prime Minister Pham Minh Chinh visited and worked with several leading US technology corporations in Silicon Valley (California), including Nvidia, Meta and Synopsys. The Prime Minister suggested that Nvidia soon have a manufacturing plant in Vietnam, making Vietnam a semiconductor chip manufacturing base in Southeast Asia.
At Synopsys, the Prime Minister witnessed the signing of a memorandum of understanding by the National Innovation Center (NIC) under the Ministry of Planning and Investment on developing talented human resources for IC design in Vietnam, in which Synopsys supports NIC in establishing a chip design incubation center. Synopsys and the Information and Communications Technology Industry Agency under the Ministry of Information and Communications also signed a memorandum of understanding on supporting the development of the Vietnamese semiconductor industry. This is the leading unit advising on the development of a strategy for the development of the Vietnamese semiconductor industry until 2030 with a vision to 2035. Accordingly, Synopsys will support the Ministry of Information and Communications in developing a strategic plan to establish a Semiconductor Research Institute in Vietnam.
The Prime Minister suggested that Meta continue to provide Vietnam with more technological solutions and technology transfer; cooperate in finance to develop science and technology, innovation, and promote digital transformation; cooperate to improve governance capacity in areas where Meta has strengths; cooperate in training high-quality human resources; cooperate in preventing cybercrime, ensuring network safety and security, and increase the provision of positive and accurate information about the relationship between the two countries.
The Prime Minister said that the future of the Vietnam-US Comprehensive Strategic Partnership depends largely on the ability to realize the potential and opportunities between businesses of the two countries to develop investment and business in priority areas, including the contribution of US businesses in general and technology companies in particular.
On September 19 (local time), Prime Minister Pham Minh Chinh is expected to arrive in Washington DC, deliver a policy speech at Georgetown University, attend the ceremony to hand over memorandums of understanding on semiconductor cooperation; meet the Chairman of the Foreign Affairs Committee of the US House of Representatives and Senate; visit the exhibition on Vietnam-US relations and the country and people of Vietnam...
