Why did the Ben Rung bridge project "miss its appointment" with the Red Flamboyant Festival?

On May 13, 2022, Hai Phong City People's Committee coordinated with Quang Ninh Provincial People's Committee to organize the groundbreaking ceremony for Ben Rung Bridge construction with a total investment of about 1,941 billion VND.

The Ben Rung Bridge project is a special traffic project approved by the Hai Phong City People's Council on December 22, 2020. The project has a total investment of about 1,941 billion VND with investment capital from the central budget, Hai Phong budget and Quang Ninh provincial budget.

The bridge is designed with 3 V-shaped symbols symbolizing the 3 victories over foreign invaders on the Bach Dang River.

Ben Rung Bridge connecting Hai Phong City with Quang Ninh Province has been basically completed but has not been opened to traffic on schedule.

Ben Rung Bridge is built at a location about 3.7km upstream from the current Rung ferry, on the Hai Phong side in Gia Duc commune, Thuy Nguyen district, about 4.3km from Chanh river bridge and about 6.4km from National Highway 18.

The bridge is about 1,857m long, with the main bridge being a continuous prestressed concrete girder, including 4 motor lanes and two mixed lanes; the main bridge's design speed is 80km/h.

As expected, in May 2024, the construction of Ben Rung Bridge will be completed and put into operation to celebrate the 70th anniversary of the historic Dien Bien Phu victory, the 2024 Red Flamboyant Festival and the 69th anniversary of Hai Phong Liberation Day (May 13).

The bridge is designed with 3 V symbols.

After 2 years of overcoming difficulties and challenges, the Ben Rung bridge project has been basically completed with a length of nearly 2km, crossing the Da Bach river, connecting Thuy Nguyen district with Quang Yen town (Quang Ninh province).

The leader of the Project Management Board (PMU) for Investment and Construction of Traffic Works in Hai Phong said that during the bridge construction process, the PMU, contractors, and supervision consultants always received great support from relevant agencies and units, especially the localities carrying out site clearance work.

This project also receives special attention from the leaders of Hai Phong City and Quang Ninh Province, as the leaders of the two localities regularly inspect and remove obstacles and difficulties of the project.

The access road is not finished yet and cannot be opened to traffic.

According to Mr. Do Tuan Anh, General Director of the Hai Phong Traffic Construction Investment Project Management Board, the construction of Ben Rung bridge has been completed, the smallest items as well as the inspection and load testing of the bridge have been completed.

The project's workload on the Hai Phong side is ready for the bridge to be opened and put into use in time for the 69th anniversary of Hai Phong's liberation as well as to welcome the upcoming 11th Red Flamboyant Festival.

However, the construction project of the access road in Quang Ninh province has not been completed yet, so the opening ceremony as originally planned could not take place."

Contractors from Quang Ninh province are mobilizing maximum machinery and human resources to complete the project and put it into use as soon as possible.

According to observations by Giao Thong Newspaper reporters, from the end of April 2024 until now, the construction project of the access road on the Quang Ninh province side is being carried out urgently.

Contractors are in the process of accelerating the completion of projects, however, the weather in the area has been continuously rainy, making it impossible to organize road construction.

In fact, in the recent past, there have been 13 heavy rains that have forced the road surface to be temporarily suspended. During rainy periods, the contractor has shifted its focus to work on items that are less affected by the weather, such as curbs, guardrails, lighting, etc., to try to ensure progress.

In the middle of May, the weather is dry, the contractor is focusing on working overtime, mobilizing maximum human resources and equipment to organize the construction of the road surface items simultaneously. Up to now, the estimated construction volume at the project on the Quang Ninh province side has reached about 80% of the volume.

According to a private source of Giao Thong Newspaper reporter, Ben Rung bridge and the connecting road system will likely be put into operation and exploitation next June.

When put into use, the above project will be effective, becoming the third road traffic corridor connecting Quang Ninh - Hai Phong, improving traffic service capacity; promoting land space between the two areas and expanding new development space, creating landscapes - architectural works bearing local identity to serve the socio-economic and tourism development of the two localities.
