Dien Bien TV - On the morning of February 18, under the chairmanship of comrade Pham Duc Toan, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, the Provincial People's Committee held the February 2025 meeting. At the beginning of the meeting, delegates listened to the Department of Finance present the draft Proposal on supplementing the revenue and expenditure estimates for 2025 from foreign non-refundable aid capital. Accordingly, the expenditure estimate for the Department of Health was supplemented with over 34 billion VND to implement projects from foreign non-refundable aid capital, including: Emergency aid project for children and mothers to help recover from the damage caused by the impact of super typhoon No. 3 - YAGI sponsored by the United Nations Children's Fund and the Pilot project on procurement of HIV/AIDS prevention and control services with social organizations, phase 2. Delegates highly agreed with the content of the proposal, Standing Vice Chairman of the Provincial People's Committee Pham Duc Toan requested the staff unit to complete the procedures to submit to the Provincial People's Council for promulgation.

Based on the opinions of the delegates on the content of the draft Submission on Regulations on support mechanisms for implementing social housing investment projects in the province, the Standing Vice Chairman of the Provincial People's Committee requested the drafting unit to study, clarify, and amend the name of the submission and resolution to ensure the correct support objects; relevant units urgently review the objects in need of use in the localities, continue to complete and submit to the Provincial People's Council at the next session.

Leaders of Dien Bien Phu City People's Committee commented on the content of the reports at the meeting.

Regarding the submissions on Approval of the additional list of land plots for bidding for investment projects using land in Dien Bien province and the Plan to implement the planning of Dien Bien province for the period 2021 - 2030, with a vision to 2050, the delegates basically agreed with the submissions of the departments and branches presented at the meeting. The Standing Vice Chairman of the Provincial People's Committee requested the departments, branches and People's Committees of districts, towns and cities to review and supplement the list of projects to complete the submission to the Provincial People's Committee no later than February 21.

The delegates basically agreed on the content of the Regulation on unit price for compensation for actual damage to houses and construction works attached to land when the State reclaims land in the province. The comrade chairing the meeting requested the Department of Construction to coordinate with the Department of Natural Resources and Environment, the Department of Justice and the Department of Finance to study and advise the Provincial People's Committee on transitional provisions; at the same time, complete and submit to the Provincial People's Committee for promulgation in February 2025.
