According to the United Nations High Commissioner for Refugees (UNHCR), funding shortages are severely affecting emergency response efforts for refugees in South Sudan.

On December 20, UNHCR representative in South Sudan Marie-Helene Verney warned that the new wave of refugees from Sudan to South Sudan is overwhelming border services and funding for the humanitarian response remains inadequate.

The massive migration wave is a consequence of the conflict in Sudan, which has lasted since April 2023, forcing nearly 1 million people to leave their homes to seek safety in South Sudan.

In less than three weeks, more than 80,000 people have fled Sudan's White Nile, Sennar and Blue Nile states, three times the daily average of previous weeks.

Therefore, UNHCR and 48 partners have launched an appeal to mobilize USD 468 million in 2025 to support refugees and host communities in South Sudan.

Despite extensive efforts to respond, UNHCR and partners have received only 24% of the funding needed to meet people's needs this year, making the situation increasingly dire, according to Ms. Verney.

According to UNHCR, the lack of funding not only affects emergency response efforts but also threatens the sustainable delivery of assistance to both refugees and host communities. Some refugee-hosting areas currently have no humanitarian presence, exacerbating the lack of infrastructure and basic services. UNHCR is currently focused on providing life-saving assistance such as clean water and basic health care.

UNHCR’s appeal is not only to address the current emergency, but also to ensure that South Sudan has the resources to support both refugees and host communities in the future. UNHCR and its aid partners hope that the $468 million will help improve the living conditions of hundreds of thousands of people affected by the crisis, while also strengthening the resilience of local communities.
