The Ministry of Health has just issued a circular regulating health standards, health examinations for drivers and operators of specialized motorbikes; periodic health examinations for car drivers; and a database on the health of drivers and operators of specialized motorbikes. The circular takes effect from January 1, 2025.

According to the Ministry of Health, the newly issued circular has some changes compared to the previous joint circular. Specifically:
The first new point is the re-grouping. If the old circular divided group 1 for drivers of class A1 vehicles); group 2 for drivers of class B1 vehicles and group 3 for drivers of classes: A2, A3, A4, B2, C, D, E, FB2, FC, FD, FE; but according to the new regulations, the health standards for drivers and specialized motorbike operators are divided into 3 groups as follows: Group 1 applies to cases of health examination to issue driving licenses of classes A1, B1 and drivers of specialized motorbikes; group 2 applies to cases of health examination to issue driving licenses of classes A and B; and group 3: Applies to cases of health examination to issue driving licenses of classes C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE.
Second new point, people with a driving license issued before January 1, 2025, if they need to change or reissue their driving license from class A1 to class A driving license according to the provisions of Point a, Clause 3, Article 89 of the Law on Road Traffic Order and Safety: Apply Group 1 health standards for health examination.
In the new regulation, there is no need to have a Musculoskeletal specialist examination (Clause 4, Article 2).
The third new point is the health examination for disabled people applying for a Class A1 driver's license or a Class B driver's license as prescribed in Clause 2, Article 57 of the Law on Road Traffic Order and Safety: Apply the health standards prescribed in Appendix I issued with this Circular for health examination but not for Musculoskeletal specialist examination.
New Point 4 on Drug and Alcohol Testing
- Health examination (SKS) for issuing and renewing driving license only tests for drug concentration (tests for 5 types of drugs, old circular is 4 types) is mandatory, not testing for 100% alcohol concentration; Testing for alcohol concentration is only required when prescribed by a doctor when in doubt.
- Periodic medical examination for car drivers requires alcohol and drug testing (5 types of drugs, old circular 4 types)
New point 5, removing the form of the periodic medical examination book in the old Circular: The periodic medical examination book uses the same form of the periodic medical examination book according to Circular 32/2023/TT-BYT (with the addition of a conclusion on health eligibility to drive the corresponding class). Regulations on the Health Database of drivers and specialized motorbike operators have changed.
New point 6 : Health certificate is valid for 12 months from the date of signing conclusion compared to 6 months in the old circular.
New point 7 , maternity check-up is removed because it has little to do with driver's health
The last new point about the Specialty Standards basically keeps the old TT, with some minor changes.
