Reporter: Thank you for accepting the interview. Looking back over the past 125 years, what makes us most proud of Bac Kan?
Comrade Hoang Duy Chinh, Provincial Party Secretary: It can be said that the past 125 years have been a proud journey for the Party Committee, government and people of Bac Kan. The first pride is the patriotic and revolutionary tradition of the people of all ethnic groups in the province. With an important geostrategic position in terms of politics, economy, culture, society and security - defense, Bac Kan has long been considered a "crucial region" in the North of the Fatherland. Since its establishment on April 11, 1900, under the harsh rule of French colonialism, the people of Bac Kan have always nurtured patriotism and forged an indomitable will. Indignation at oppression soon flared up among the masses, patriotic struggles broke out in many different forms, contributing significantly to the revolutionary climax of 1930-1945.
During the resistance war against the French, Bac Kan was an important base of the Viet Bac resistance zone, where the headquarters of the Party Central Committee and the Government were located. Here, Uncle Ho and the leaders of the Party and the State were protected and sheltered by the people. The Party Central Committee and the Government planned the resistance path, made strategic decisions, and decided the fate of the country in a historical period of arduous struggle, leading the entire people from one victory to another. The ATK Cho Don relic site today still preserves the heroic imprints of that period. With the rugged terrain, the people of all ethnic groups in Bac Kan province have turned this place into an impregnable "steel fortress". Many historical campaigns have affirmed the indomitable fighting spirit of the army and people of Bac Kan such as the Route 3 campaign in 1947, the victory of Deo Giang Pass, the attack on Phu Thong fort..., which contributed to the failure of the French colonialists' pacification plan, forcing them to withdraw from Bac Kan. On March 28, 1951, on his way to work, Uncle Ho visited the 312 Youth Volunteer Unit on duty at Na Cu Bridge, Na Tu Village, Cam Giang Commune, Bach Thong District and gave four famous verses, which later became the motto of action for the youth of the whole country: "Nothing is difficult/Only fear of not being steadfast/Digging mountains and filling seas/Determination will make it happen"...
Entering the resistance war against the US, with the slogan "All for the beloved South", "All for the front line", the Party Committee, army and people of Bac Kan continued to compete in production, contributing human and material resources to support the beloved South, together with the army and people of the whole country to make the historic Ho Chi Minh campaign (April 30, 1975), completely liberating the South, unifying the country. Not only being a solid rear, Bac Kan was also a place to nurture cadres, providing forces for all fronts, during those years, tens of thousands of young people volunteered to join the army; of which more than two thousand outstanding children heroically sacrificed on the battlefields, nearly a thousand wounded soldiers left a part of their blood and bones on the front lines..., which further demonstrated the indomitable spirit and solidarity of the people of the province.
After the province was re-established on January 1, 1997, Bac Kan has made strong development steps. From a province with a very low starting point, backward infrastructure and economy, the poverty rate accounted for over 50%. After 28 years of re-establishment of the province, under the wise leadership of the Party Committee, the government and the spirit of solidarity and unity of the people of all ethnic groups in Bac Kan province, up to now, the economy has had positive changes, the infrastructure is increasingly complete, the people's lives are constantly improved, national defense and security are consolidated and maintained. In particular, the multidimensional poverty rate of the province by 2024 has decreased to 19.46%.
Not only has a glorious revolutionary history, Bac Kan is also proud of its rich cultural identity, ethnic groups living together in harmony and solidarity; the people are industrious, simple, and love to work. Traditional heritage values such as Then singing, Tinh lute, bowl dance, many unique festivals... are preserved. Many beautiful natural and cultural heritages, including Ba Be Lake - the green pearl of the Northeast region, are protected and invested in, attracting a large number of domestic and international tourists... These are the priceless "assets" that we always cherish and promote.
Reporter: How can those traditional values become the driving force for Bac Kan to develop more strongly in the coming time, comrade?
Comrade Hoang Duy Chinh, Secretary of the Provincial Party Committee: Tradition is not only a source of pride but also a foundation for development. Bac Kan has a rich historical tradition, advantages in nature, culture and people. We must know how to exploit it properly to create a driving force for breakthrough development in the coming time. To realize that goal, we need to focus on three major orientations:
Firstly, developing eco-tourism and community tourism: Bac Kan owns many natural landscapes and cultural heritages, especially Ba Be Lake, ATK Cho Don relic site, historical and revolutionary relic Na Tu... The province's orientation is to invest more strongly to make this place a national tourist destination. At the same time, focus on building community tourism products, experiential tourism associated with historical relics, indigenous culture to attract domestic and foreign tourists.
Second is to increase the value of agricultural production: The province has determined that agriculture does not only stop at producing raw materials but must increase added value through linkages. Up to now, the whole province has 245 OCOP products meeting the standard of 3 stars or more, among the top in the country; in the coming time, it is necessary to promote deep processing of specialty products such as dong vermicelli, oranges, tangerines, Bao Thai Cho Don rice, turmeric starch, fragrant green squash... Focus on developing the value chain of clean, organic agricultural products and applying science and technology to production to help increase productivity and value of goods.
Besides, taking advantage of having the highest forest coverage rate in the country (73.28%), the province focuses on developing the forest economy associated with the processing industry, perfecting the conditions to participate in the Carbon credit market.
Third is attracting investment, developing industry and infrastructure: Bac Kan is focusing on improving the investment environment and attracting investors. In particular, the connecting traffic system is gradually being completed with the Cho Moi - Bac Kan route and the Bac Kan city - Ba Be lake route connecting to Na Hang, Tuyen Quang, opening up great opportunities for economic development. In addition, the province is also promoting investment in infrastructure of industrial parks and clusters to attract businesses in the field of processing agricultural, forestry and mineral products in a sustainable manner...
Reporter: Besides the economy, Bac Kan has made significant progress in administrative reform and streamlining the apparatus. Could you share more about the province's outstanding results and determination?
Comrade Hoang Duy Chinh, Secretary of the Provincial Party Committee: Administrative reform and streamlining the apparatus are key tasks that Bac Kan has been implementing very vigorously in recent times. The Provincial Competitiveness Index (PCI) and the Provincial Governance and Public Administration Performance Index (PAPI) of the province have increased every year, placing them in the high average group of the country.
Continuing to implement Resolution No. 18-NQ/TW dated October 25, 2017, and the directive documents of the Central Government, Bac Kan province has directed the serious and drastic implementation of the work of reorganizing the apparatus of the political system to ensure streamlining, strength, efficiency, effectiveness and efficiency. The streamlining of staff, termination of operations, and merger of many departments, branches and public service units were carried out urgently, ensuring prudence and science. After the reorganization of the apparatus, the following units quickly went into operation, without interruption of work, without leaving vacant areas and fields; without affecting the normal activities of people, businesses and the whole society.
Along with streamlining the apparatus, Bac Kan is also promoting digital transformation, applying digital technology in management and operation to help improve work efficiency, contributing to building digital government, digital economy and digital society in the locality.
Reporter: In the context of the country strongly entering a new era, an era of national growth, what do we expect from Bac Kan in the coming years, comrade?
Comrade Hoang Duy Chinh, Secretary of the Provincial Party Committee: In the trend of development and integration, Bac Kan not only sets growth targets but also aims for a sustainable economy, based on green development, eco-tourism, organic agriculture and forest economy. The province also focuses on developing high-quality human resources, improving people's lives in conjunction with sustainable social security policies.
One issue that many people are concerned about today is that the whole country continues to streamline the organizational apparatus and merge provinces to create space and room for development to enter a new era, an era of national growth. I believe that, regardless of the circumstances or changes in administrative boundaries, the people of Bac Kan will always maintain their honest, hard-working, creative, and patriotic qualities, with a strong will to rise up and a strong desire for development. The important thing is not where we stand on the administrative map, but what each person can contribute to the development of the country.
The 125-year journey of Bac Kan is a testament to the indomitable will and aspiration to rise of the Party Committee, government and people of all ethnic groups in Bac Kan province. With that solid traditional foundation, the people of Bac Kan will not be limited to local thinking, but need to join the common spirit, unite, and join hands to build a new homeland that is increasingly rich, beautiful and civilized.
