Vocational college created fake documents, spent nearly 20 billion VND incorrectly

Inspectorate of Kien Giang province discovered that Kien Giang Vocational College had created fake documents, wrongly collecting and spending nearly 20 billion VND. At the same time, it recommended transferring the case file showing signs of crime to the investigation agency.

That is one of many contents announced by Mr. Tran Chien Thang - Chief Inspector of Kien Giang province - in the inspection conclusion on "the responsibility of the heads in performing the assigned functions, tasks, and powers associated with the implementation of legal regulations on management and use of finance, public assets, and investment projects... at Kien Giang Vocational College and its affiliated units".

Accordingly, the school had made illegal expenditures, including proposing to compensate for tuition exemptions for students that were not in accordance with regulations... In addition, the school did not fully implement the procedures to recover training costs from teachers who did not complete the graduate program, the amount being more than 132 million VND.

The management of expenditures, when the school did not account for them fully and promptly, resulted in a total amount of over 300 million VND not being correctly reflected in the financial report. The school also spent irregular funds, spent from revenue from production and services against regulations... with a total amount of over 10.2 billion VND.

One of the serious violations was that the school created fake documents to pay nearly 1.6 billion VND for unrealistic classes, as well as unused car rental contracts and contracts with qualified driving instructors who did not participate in teaching, totaling more than 3.8 billion VND.

Of which, the former principal and former vice principal of the school received 96 million VND and 144 million VND from unrealistic car rental and teaching contracts.

"The proposal for the Chairman of the Provincial People's Committee to direct the Department of Home Affairs of Kien Giang province to organize a review and handle the responsibility of the school board, the board of directors of Kien Giang Vocational College and related individuals also needs to be handled," the document stated.

Notably, the Inspectorate of Kien Giang province has transferred the case file showing signs of law violations to the investigation agency, including acts of forging documents to pay for class fees, not complying with regulations on training traffic and teacher use, as well as renting unused vehicles...

These acts show signs of criminal irresponsibility causing damage to state property.
