The Central Committee and the National Assembly held an extraordinary meeting in early 2025 on streamlining the apparatus.

(Dan Tri) - The Central Conference scheduled for mid-February 2025 and the extraordinary National Assembly session scheduled for late February 2025 will be held to carry out work related to streamlining the apparatus of the political system.
On December 5, Head of the Central Organizing Committee Le Minh Hung (Deputy Head of the Central Steering Committee for the review of Resolution 18) signed and issued an official dispatch on the implementation of the tasks of reviewing Resolution 18. The official dispatch clearly stated the tasks and the completion date of each specific task. Accordingly, the Central Conference is scheduled for mid-February 2025 and the extraordinary National Assembly session is scheduled for late February 2025, to ensure the time to organize Party Congresses at all levels leading up to the 14th National Congress of the Party.

The Steering Committee requests Party committees, Party organizations, agencies, units, and localities to focus on leading and directing the immediate implementation of streamlining the organizational apparatus with specific tasks. For Party agencies and units at the Central level - Central Party Committees shall preside over the development of a project: Review and streamline focal points at the department, division, unit, and affiliated organization levels; submit to the Politburo for promulgation of new regulations on functions, tasks, powers, and organizational apparatus (to be completed before December 31). Central Party Committees are also assigned to review the steering committees whose agencies and units are standing bodies, propose to the Politburo and the Secretariat to end their operations (to be completed before December 31); end the operations of magazines, transfer related functions and tasks to the Communist Magazine (before December 15). - The Central Propaganda Department shall preside over the development of the project: Ending the operation of the Communist Party of Vietnam Electronic Newspaper , transferring related functions and tasks to Nhan Dan Newspaper (to be completed before December 15); Transferring the functions and tasks of the Central Council for Theory and Criticism of Literature and Arts, the Scientific Council of Central Party Agencies to the Ho Chi Minh National Academy of Politics (to be completed before December 31). - Nhan Dan Newspaper shall preside over the development of the project to end the operation of Nhan Dan Television, transferring related functions and tasks to Vietnam Television (to be completed before December 15); implementing the transfer and acceptance of the functions and tasks of the Communist Party of Vietnam Electronic Newspaper (to be completed before December 31). - Communist Magazine shall transfer and accept the functions and tasks of the magazines of the Central Party Committees; coordinate the implementation of the arrangement and streamlining of the organization and staffing of current magazines (to be completed before December 31). - The Central Committee for the Protection and Care of Cadres' Health shall preside over and coordinate the development of a project to end the Committee's activities, transfer the tasks to the Central Organizing Committee, the Ministry of Health and a number of Central hospitals; propose a plan to arrange and assign cadres, civil servants, public employees and workers of the current Central Committee for the Protection and Care of Cadres' Health (completed on December 15). For ministries, ministerial-level agencies and agencies directly under the Government , the Government Party Committee and the Steering Committee on summarizing the implementation of Resolution 18 of the Government shall lead and direct the implementation of the following tasks: - Before December 31, the Steering Committee shall request the Politburo and the Secretariat to submit their policies on: + The Government's Resolution on the dissolution of the State Capital Management Committee at Enterprises, transferring the tasks to the Ministry of Finance, specialized ministries and relevant agencies. + The Prime Minister's decision on dissolving the National Financial Supervision Committee, transferring its tasks to the Ministry of Finance, the State Bank and relevant agencies. + Legal regulations to reorganize 2 national universities and 2 academies of science. + Amending and supplementing decrees stipulating the functions, tasks, powers and organizational structure of each ministry, ministerial-level agency and government agency (not implementing the reorganization according to the suggestions and directions of the Politburo) in the direction of reviewing the functions, tasks, powers, streamlining departments, units and organizations; ending the operations of News Agency Television, VOV Television, VTC Television, transferring related functions and tasks to Vietnam Television; reorganizing the press agencies of ministries and branches (to be completed before January 15, 2025). + Decree regulating the regime and policies for cadres, civil servants, public employees and workers when implementing the arrangement and streamlining of the apparatus (to be completed before December 20). + Transferring the functions, tasks and organization of the National Academy of Public Administration to the Ho Chi Minh National Academy of Politics (to be completed before December 31). For agencies under the National Assembly, the National Assembly Party Delegation leads and directs the implementation of the following tasks: - Before December 31, submit to the Politburo and the Secretariat for approval before the National Assembly Standing Committee issues regulations to: + Implement the arrangement and streamlining of the apparatus and staffing of agencies under the National Assembly Standing Committee and the National Assembly Office. + End the operation of the Institute for Legislative Studies, transfer the functions and tasks to relevant agencies of the National Assembly and the National Assembly Standing Committee. + Regulations on not arranging the positions of permanent members and full-time members at the Ethnic Council and the National Assembly's committees; the National Assembly's committees have a chairperson, vice chairperson, full-time National Assembly deputies and part-time National Assembly deputies. - Complete before December 31 the termination of the operation of the National Assembly Television, transfer related functions and tasks to Vietnam Television. For the Vietnam Fatherland Front, socio-political organizations, the Central Secretariat of the Ho Chi Minh Communist Youth Union and party delegations and mass associations assigned by the Party and the State. The Steering Committee assigned the following tasks: - Develop a project to reorganize the press agencies and magazines under the Vietnam Fatherland Front and socio-political organizations and mass associations assigned by the Party and the State in the direction of merging and ending the operation of some newspapers and magazines that are not really necessary. - Review and streamline the focal points at the department, division, unit and affiliated organization levels; Preside over and coordinate the submission to the Politburo for promulgation of new regulations on the functions, tasks, and organizational structure of the Central agencies of the Vietnam Fatherland Front and the Central agencies of socio-political organizations (to be completed before December 31). - Review the steering committees of which the organization is the standing agency, propose the Politburo and the Secretariat to end their activities (to be completed before December 31). - The Central Secretariat of the Ho Chi Minh Communist Youth Union presides over and coordinates the study of the model of the Youth Union organization in the new Party Committees directly under the Central Committee (to be completed before December 31). The Central Steering Committee on the summary of Resolution 18 requires Party committees, Party organizations, agencies, units, and directly the heads, to focus on directing the smooth, effective, and efficient operation of assigned tasks, without interruption of work, without leaving areas or fields vacant. The Steering Committee requests periodic reports on the progress of tasks and projects to the Steering Committee before 3:00 p.m. every Friday.
