Submitting to the National Assembly more than 22 trillion VND for drug prevention and control

On November 8, the National Assembly heard a presentation and an examination report on the investment policy of the National Target Program on Drug Prevention and Control until 2030.


Pressure from the drug situation

Reporting at the meeting, Deputy Prime Minister Le Thanh Long said that the drug situation in the world, the region and neighboring countries is increasingly complicated and serious, directly affecting and increasing the risk and pressure on drug prevention and control work in our country. The drug situation in the country is very complicated and unpredictable with the number of cases, subjects and seized drug evidence tending to increase over the years.

According to Mr. Long, the number of drug addicts and illegal drug users is still very high, occurring in all groups, ages, and locations. The number of communes, wards, and towns with drug abuse nationwide has not decreased and accounts for the majority (83.7%).

The Deputy Prime Minister also said that the Program implementation period is from 2025 to the end of 2030. In particular, in 2025, activities will be carried out to develop policy mechanisms, a system of documents and guidance documents for implementing the Program's tasks, a system for monitoring and evaluating the implementation of the Program; training and improving the capacity of Program management staff. In the 2026-2030 period, the goals and tasks set out until 2030 will be synchronously and comprehensively implemented.

According to Mr. Long, the total capital for the Program is 22,450.194 billion VND. Including: central budget capital is 17,725.657 billion VND; local budget capital is 4,674.537 billion VND; and other legally mobilized capital is expected to be 50 billion VND.

Regarding the above issue, Ms. Nguyen Thuy Anh, Chairwoman of the National Assembly's Social Committee, said that in the context of huge development investment and social security expenditures in the 2026-2030 period, the planned allocation of capital sources is appropriate.

To ensure timely capital and effective implementation of the Program, the Social Committee also requested that the agency in charge of developing the Program clarify the regulations on: principles, criteria, and norms for allocating central budget capital, the corresponding rate of local budgets to implement the Program; capital allocation plan, focusing on capital investment, avoiding dispersion and waste, having a plan to phase in appropriate infrastructure investment in order of priority for difficult and key areas; not using Program capital to spend on activities under state management tasks that have been allocated from the state budget for regular expenditure; ensuring the allocation of expected resources of 65.1 billion VND for 2025 in accordance with the 2025 state budget estimate, ensuring feasibility in terms of time and tasks for implementing the Program.

By 2030, 100% of complex drug dens will be detected and destroyed.

Deputy Prime Minister Le Thanh Long also informed that the main targets to be achieved by 2030 are that the number of drug crimes detected and arrested in border areas, sea routes, air routes, and express delivery routes will increase by over 3% annually. The number of transnational organized drug crimes detected and arrested will increase by over 3%. The number of crimes taking advantage of cyberspace that are detected and destroyed will increase by over 5%, contributing to an increase of over 3% in the number of drug crimes detected and arrested nationwide each year. Complicated drug hotspots, risk points, and drug retailers will strive to be detected and destroyed 100%.

In addition, over 70% of the Drug Crime Investigation Police force at the ministerial and provincial levels and the Coast Guard's specialized force for drug crime prevention and control are applying advanced and modern technologies to collect, exploit, and share data and information quickly, accurately, completely, and promptly to serve the fight against drug crimes.

However, the Social Committee recommends that the agency in charge of developing the Program continue to review the provisions on general objectives to ensure comprehensiveness, close combination between prevention and control, between supply reduction, demand reduction, and drug harm reduction, as a basis for defining specific objectives. Ensure logical connection between the objectives and targets of the Program with the objectives, targets and tasks, solutions, content, and activities in the component projects; ensure that the objectives and targets set are feasible, effective, and non-overlapping. Continue to evaluate and review the objectives and targets that are close to the core tasks and the ability of investment capital to implement the projects.

In particular, to effectively prevent and combat drugs, according to Ms. Nguyen Thuy Anh, the participation of the entire political system and the people is needed. "Therefore, it is recommended to study additional tasks, funding, and strengthen the role of the Vietnam Fatherland Front Central Committee and socio-political organizations, especially the Women's Union at all levels in drug prevention and combat work," Ms. Anh said.
