From the 2021-2022 school year up to now, Ho Chi Minh City has supported preschool teachers due to the nature of their work and their professional qualifications up to more than 241 billion VND.
The above information was given by the Department of Education and Training of Ho Chi Minh City at the workshop "Current situation and solutions to attract preschool teachers in Ho Chi Minh City" on October 11.
Reporting at the workshop, Ms. Luong Thi Hong Diep - Head of the Preschool Education Department, Ho Chi Minh City Department of Education and Training - said that in recent years, Ho Chi Minh City has implemented policies for preschool teachers quite well and promptly.
Ho Chi Minh City has its own Resolution No. 04/2017/NQ-HDND dated July 6, 2017 of the Ho Chi Minh City People's Council on policies to attract preschool teachers and Resolution No. 04/2021/NQ-HDND dated March 23, 2021 of the Ho Chi Minh City People's Council on amending and supplementing Clause 1 and Clause 2, Article 1 according to the outline.
These resolutions have given preschool teachers in Ho Chi Minh City some very special "treatments".
Ho Chi Minh City allows the recruitment of preschool teachers without a registered residence in Ho Chi Minh City. Ho Chi Minh City supports preschool teachers due to the nature of their work at a rate of 650,000 VND/month.
In addition, Ho Chi Minh City also provides incentives for preschool teachers based on their professional qualifications.
For teachers with master's degree, they will receive an additional 1,500,000 VND/month for 9 months of each school year.
For university level teachers will receive an additional 900,000 VND/month for 9 months of each school year. For college level teachers will receive an additional 550,000 VND/month for 9 months of each school year.
With those supports, from the 2021-2022 school year up to now, Ho Chi Minh City has supported preschool teachers due to the nature of their work for 20,889 teachers, with a total support amount of up to 93 billion VND; incentive support for preschool teachers based on professional qualifications is 20,087 teachers with a total of 148 billion VND.
With the policies to attract preschool teachers and support nursing staff in recent times, Ho Chi Minh City has helped teachers have time to research professional documents, design creative and rich educational activities, and diversify the forms of organizing activities to meet the goals of the Preschool Education Program.
Public kindergartens have seriously and promptly implemented overtime for kindergarten teachers, who have to leave early and come home late to pick up and drop off children, with overtime hours of 200 hours/person/year.
I hope preschool teachers have better policies.
Mr. Nguyen Huu Nhan, a specialist from the Women's Union - Ho Chi Minh City Labor Federation, commented: "Preschool teachers go to work early and leave late. Preschool children are more difficult than high school students, so I suggest that Ho Chi Minh City needs to have better policies for preschool teachers."
At the same time, Mr. Nhan also hopes that in the coming time, the preschool sector of Ho Chi Minh City needs to increase the time for childcare outside of public schools in export processing zones and industrial parks so that workers here can work with peace of mind.
