Ho Chi Minh City continues to be among the leading localities in the country in attracting FDI, and budget revenue exceeds estimates.

Mr. Nguyen Ho Hai also frankly pointed out the shortcomings and limitations of Ho Chi Minh City in the past half term. Accordingly, economic growth has declined sharply; the real estate market, financial market, and business system have encountered many difficulties; the disbursement of public investment capital and the implementation of a number of programs and projects have been slow; the implementation of adjustments and planning for the city has not met the required progress; the supply of drugs, vaccines, medical supplies and equipment is still difficult; the expansion and upgrading of transport infrastructure is slow...

Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that the city's economy once achieved double-digit growth, 1.5-1.6 times higher than the national average, but has also gradually declined over the past 10 years and hit bottom in the first quarter of 2023.

According to Mr. Phan Van Mai, the first quarter of 2023 is the time when the accumulated problems over many years will be most clearly revealed. In the coming time, Ho Chi Minh City needs to have solutions to accelerate the restructuring of the city's economy and continue to improve the urban management system. "This becomes even more important when Ho Chi Minh City has a population of over 10 million people," Mr. Phan Van Mai acknowledged.

According to the Chairman of the Ho Chi Minh City People's Committee, the premises that the city has created since the beginning of the term, along with the Resolution of the 11th Ho Chi Minh City Party Congress, the central government's policies and the city's efforts, it is forecasted that the city's economy will recover. "According to experts' forecasts, Ho Chi Minh City's economy is recovering and will re-establish its growth peak in 2025-2026" - Mr. Phan Van Mai informed.

Speaking at the conference, Politburo member and Permanent Secretary of the Secretariat Truong Thi Mai believed that in the remaining half of the term, the Party Committee, government and people of Ho Chi Minh City will continue to promote the tradition and achievements to increasingly improve people's lives and build a city with a prominent position in the Southeast Asian region.

Ms. Truong Thi Mai said that she has seen the high determination of Ho Chi Minh City demonstrated through the city's recent continued focus on investment to put into use many key infrastructure projects, especially traffic projects.

In the coming time, Ms. Truong Thi Mai suggested that Ho Chi Minh City continue to closely link the implementation of goals, targets, tasks, and solutions for the remaining half of the term with Resolution 31 of the Politburo on the development of Ho Chi Minh City to 2030, with a vision to 2045, Resolution 24 on the development of the Southeast region, and Resolution 98 of the National Assembly. Continue to effectively implement Conclusion 14 of the Politburo on encouraging and protecting dynamic and creative cadres for the common good.

Create rapid and breakthrough developments early

Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen compared Ho Chi Minh City to having to face six "headwinds". These are the global economic downturn; consequences of the COVID-19 pandemic; strategic competition between major powers; armed conflicts; resilience and adaptation of developing countries; climate change, natural disasters, epidemics...

In that context, Ho Chi Minh City chose to take advantage of opportunities to overcome challenges, promote internal resources, mobilize external resources, and maintain the goals set forth in the Resolution of the 11th Ho Chi Minh City Party Congress on the basis of flexible adjustments in order of priority, suitable to the situation.

In the immediate future, Ho Chi Minh City will take drastic actions to quickly put the Politburo's Resolutions and the National Assembly's Resolutions into practice, soon creating a rapid and breakthrough development in mobilizing combined strength, effectively exploiting potentials and advantages to promote the city's rapid and sustainable development.
