The Chairman of the Provincial People's Committee directs provincial departments, branches, sectors, mass organizations, People's Committees of districts and cities, based on their functions and tasks, to strengthen their roles and responsibilities in the management, protection, and promotion of the value of relics and activities of preserving, repairing, and restoring relics in the province; to promote effectiveness and proactiveness in the management, protection, and promotion of the value of relics under their management.
Strictly implement the Law on Cultural Heritage, the guiding documents for the implementation of the law of the Central Government, the province and the regulations on investment and construction when implementing projects to preserve, restore and rehabilitate relics (regardless of the budget source of the project). Correctly implement the contents of the project to preserve, restore and rehabilitate relics that have been approved by competent authorities, ensuring the protection and preservation of the original elements that make up the relics.
Organize widespread propaganda about the meaning and value of the relic, the reasons for preserving, renovating and restoring the relic and publicize the content of the relic restoration project before implementation so that the community and people know, participate in contributing opinions to unify, raise awareness and create social consensus on the implementation of relic preservation, renovating and restoring projects, especially relics of spiritual, religious and belief nature... Upon completion of the relic preservation, renovating and restoring project, organize an introduction of the historical, cultural, scientific and artistic values of the relic; commencement date, completion date; organizations and individuals contributing financially; construction unit and related work contents.
Promote the community's supervisory role in implementing relic restoration and embellishment projects in accordance with the procedures and contents prescribed by law, resolutely and strictly handle violations that affect the value of relics (if any); ensure harmony between cultural heritage conservation and sustainable socio -economic development and local tourism development.
The Department of Culture, Sports and Tourism shall preside over and coordinate with relevant units to advise the Provincial People's Committee on organizing the implementation of the Law on Cultural Heritage No. 45/2025/QH15 dated November 23, 2024 (effective from July 1, 2025) to ensure timeliness, consistency, effectiveness, suitability with practice, and compliance with regulations; report to the Provincial People's Committee and the Chairman of the Provincial People's Committee according to working regulations.
Direct the provincial news agencies, newspapers and magazines to organize propaganda and widely disseminate the Law on Cultural Heritage and documents detailing the implementation of the Law, raise awareness and sense of compliance with the law on cultural heritage, contributeto educating traditions, and enrich the spiritual life of the people.
Organize training for officials working in management of sectors and fields under the scope of the Law on Cultural Heritage and new regulations of the Law, documents detailing the implementation of the Law. Carry out inventory and new classification of relics according to regulations. Guide investors to properly implement the process, regulations, and procedures for implementing projects to preserve, renovate, and restore relics.
Strengthen coordination with all levels and sectors in advising and managing the state on cultural heritage; promote inspection, examination and supervision of the protection and promotion of relic values in the province.
