That is one of the key requirements of the 2024-2025 school year for Ho Chi Minh City's high school level in foreign language teaching and learning that Mr. Nguyen Van Hieu - Director of the Ho Chi Minh City Department of Education and Training - emphasized at the conference "Summary of the 2023-2024 school year and deployment of tasks for the 2024-2025 school year for secondary education" on August 15.
According to Mr. Hieu, Ho Chi Minh City needs to continue to consider foreign languages, emphasizing English as an advantage and strength of Ho Chi Minh City students.
In the national excellent student achievements last year, Ho Chi Minh City had 4 national first prizes, all in English, all were valedictorians of the national English exam.
The English strength of Ho Chi Minh City students is also shown through the results of the 8 high school graduation exams, Ho Chi Minh City ranked first in the country in English.

Therefore, even though from 2025, the high school graduation exam will be conducted according to new regulations, English will not be a compulsory subject, but Mr. Hieu "recommends that high schools consider foreign languages as a strength, a tool for students to open the door to life".
"We must teach and learn English seriously. Just because English is not a compulsory subject, schools should not be negligent in teaching and learning," said Mr. Hieu.
According to Mr. Hieu, in the context of English potentially becoming a second language, Ho Chi Minh City needs to continue to make breakthroughs in English teaching.
"I suggest that the secondary school department study the draft criteria and submit them to the City People's Committee to issue documents related to popularizing English for students.
The criteria for English language dissemination are the same as for cultural dissemination.
Ho Chi Minh City is at the forefront of integration and its people need to be equipped with the necessary English foundation," Mr. Hieu directed.
Ho Chi Minh City continues to determine to turn English into students' strength.
Over the past decades, with the desire to turn foreign languages into students' strengths, Ho Chi Minh City has implemented many English programs (enhanced English, integrated English...), socialized English education, and had many innovations in teaching and learning English in high schools.
In particular, bringing English in high schools to a new learning stage such as bringing in foreign teachers, diversifying English teaching methods such as teaching math and science in English.
In the 2024-2025 school year mission, Ho Chi Minh City continues to identify turning English into a strength of Ho Chi Minh City students.
This is in line with the policies on the "National Foreign Language Project" from 2008 to 2017 and Resolution 29 of 2013 of the Politburo, gradually making English the second language.
