According to the Department of Planning and Architecture of Ho Chi Minh City, universities and colleges in Ho Chi Minh City account for more than 60% of the total number of schools in the Southeast region.

Many urban area and university village projects

Regarding higher education, the city has 51 higher education institutions and Ho Chi Minh City National University. In addition, there are 356 vocational education institutions, three branches, and 12 training locations.

Of which, there are 61 colleges, 61 secondary schools, 22 vocational education - continuing education centers, and 55 vocational education - vocational training centers.

According to the assessment of the Department of Planning and Architecture, the universities located in the inner city area are currently not in accordance with current regulations and standards, and have not been relocated from the central area, causing pressure and imbalance in social and technical infrastructure.

According to the project to adjust the general planning of Ho Chi Minh City until 2025, the system of university education centers is oriented to be located in the suburbs to move educational facilities from the inner city to the outskirts, reducing pressure on traffic infrastructure.

In particular, the Ho Chi Minh City National University urban area with a total area of ​​about 643.7 hectares is invested in synchronous construction of infrastructure and facilities.

Besides, in the city, there are many large-scale projects that are facing difficulties and obstacles, leading to their not being implemented.

These are Hung Long university urban area in Binh Chanh (511ha), Long Phuoc University area in Thu Duc City (172.92ha), Vietnam International University urban area - VIUT (belonging to the Northwest urban area) Hoc Mon district (306.00ha), concentrated education area in Long Thoi commune, Nha Be district (151.158ha)... affecting the results of implementing educational targets according to the city's planning.

New construction, replacement, upgrading, renovation and expansion of schools are not feasible due to land fund problems related to compensation and site clearance.

Also according to this department, in the process of researching and adjusting the general planning of Ho Chi Minh City to 2040, with a vision to 2060, the education network in the city was studied, reviewed and assessed for its current status and legal land use to consider retaining reasonable, feasible planning areas that are suitable to actual conditions.

On this basis, propose a roadmap for socialized education to strengthen the implementation of groups of solutions to increase educational land funds.

According to the project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060, the orientation for developing higher education infrastructure and vocational training facilities in the city is to concentrate in clusters in suburban areas and prioritize development in 3 directions: East, South, Northwest.

In which, the Eastern - Thu Duc education and training center cluster includes Ho Chi Minh City National University and a number of scattered facilities in Thu Duc City.

The Southern education and training center cluster includes An Phu Tay - Hung Long university urban area, Hung Vuong university village, Phong Phu university village, Long Thoi Nha Be concentrated university area, and other education and training facilities.

The Northwest education and training center cluster includes the Vietnam International University urban area in Hoc Mon district and a number of other education and training facilities.

Currently, a number of universities have been building and putting into use facilities in a number of university villages in Binh Chanh and Long Phuoc districts (Thu Duc City).

Of which, Ho Chi Minh City University of Economics and Van Hien University have put into use the facility in Phong Phu commune, Binh Chanh. Ho Chi Minh City University of Economics and Finance is implementing the construction of the facility here.

Ho Chi Minh City University of Law has completed two buildings at its campus in Long Phuoc Ward, Thu Duc City. It is expected to be put into use in the 2025-2026 school year.

"Hanging" university urban area

Hung Long University Urban Area, Hung Long Commune, Binh Chanh District has been approved by the Ho Chi Minh City People's Committee for the 1/2000 scale zoning plan in 2016, with a total planning area of ​​511 hectares.

According to the plan, Hung Long University Village’s main function is to provide specialized university training. The expected scale is 70,000 - 80,000 students. However, the project has encountered many difficulties in terms of funding and has not attracted investors, so it has not been implemented for many years.

The Vietnam International University Urban Area was first granted an investment certificate on July 1, 2008, with an area of ​​880 hectares and a total investment of VND 56,000 billion. In 2021, the investment was adjusted to VND 59,000 billion. However, the shape of the university urban area has not yet taken shape.
