More than 128 trillion VND to build Ring Road 4

Accordingly, the total length of Ho Chi Minh City Ring Road 4 is about 207km. Of which, Ba Ria - Vung Tau province is 18.23km; Dong Nai is 45.54km; Binh Duong is 47.45km; Ho Chi Minh City is 17.3km and Long An is 78.3km (the section in Long An province is 74.5km, the section in Ho Chi Minh City is 3.8km).

Regarding the investment scale of phase one, the project will carry out site clearance once according to the approved planning.

The cross-section scale of Ho Chi Minh City Ring Road 4 has four complete expressway lanes, with continuous emergency lanes (3.0m wide).

The entire route has 23 interconnecting intersections, of which Ho Chi Minh City has four intersections; Long An province has six intersections; Ba Ria - Vung Tau province has three intersections; Dong Nai province has six intersections and Binh Duong province has four intersections.

The project will invest in building parallel roads and residential roads on both sides of the route according to the traffic needs of each section and each locality (sections passing through urban areas, residential areas...).

The total investment of the Ho Chi Minh City Ring Road 4 project is estimated at VND 128,063 billion (estimated central budget capital is about VND 39,827 billion, estimated local budget capital is about VND 30,882 billion).

Specifically, the section of Ring Road 4, with the Ho Chi Minh City People's Committee as the competent authority, has an investment level of about VND 14,089 billion; the section through Long An province is about VND 67,024 billion; the section through Ba Ria - Vung Tau province is about VND 7,972 billion; the section through Dong Nai province is about VND 19,151 billion; the section through Binh Duong province is about VND 19,827 billion.

In the period 2021-2025, it is expected to invest about 15,843 billion VND to do the project. In the period 2026-2030, it will invest about 54,867 billion VND.

Submit to the National Assembly in October 2024

According to the leader of the Ho Chi Minh City People's Committee, the Ministry of Transport and the People's Committees of the provinces have agreed in Notice No. 69, assigning the Ho Chi Minh City People's Committee to take on the leading role in implementing the construction projects of Ho Chi Minh City's Ring Road 4.

The task of Ho Chi Minh City includes synthesizing and agreeing with relevant localities in selecting a general consulting unit to review and prepare an assessment report. At the same time, research specific mechanisms and policies for this entire route.

Up to now, the Ho Chi Minh City Department of Transport has basically completed the pre-feasibility study report and specific applicable policies.

On August 12, the Ho Chi Minh City People's Committee sent Official Dispatch No. 4588 to report and recommend to the Prime Minister on necessary specific mechanisms and policies. Then, on August 22, Ho Chi Minh City proposed a working session with the leaders of the Ministry of Planning and Investment and the People's Committees of Ba Ria - Vung Tau, Dong Nai, Binh Duong, and Long An provinces to discuss the progress of project implementation.

At the meeting on August 26, chaired by the Ministry of Planning and Investment, localities assessed the progress and difficulties the project is facing. The meeting also agreed on the need to prepare a pre-feasibility study report and propose specific mechanisms to ensure implementation progress.

To implement the decisions from the meeting, on August 29, the Ho Chi Minh City People's Committee issued Decision No. 3589 to establish a working group to prepare project documents. Ho Chi Minh City also requested the People's Committees of related provinces to focus on completing the pre-feasibility study report and submit it to the Ministry of Planning and Investment before September 10.

The Ho Chi Minh City People's Committee proposed that the Prime Minister approve the policy of preparing a pre-feasibility study report for the Ho Chi Minh City Ring Road 4 construction project (the overall project passing through Ho Chi Minh City, Ba Ria - Vung Tau, Dong Nai, Binh Duong, Long An provinces) and study and propose specific mechanisms and policies applicable to the entire Ho Chi Minh City Ring Road 4 route.

At the same time, it is recommended that Ho Chi Minh City take the lead in coordinating with localities and relevant units to research and complete the dossier, submit it to competent authorities for appraisal and submit it to the National Assembly for decision on investment policy in the October 2024 session.

The Ministry of Planning and Investment will take the lead in advising on the organization of the appraisal of the pre-feasibility study report according to regulations. At the same time, it will report to the Prime Minister on the balance and allocation of central budget funds for the project, and report to the National Assembly Standing Committee to register the working program in the October 2024 session.

Ho Chi Minh City assessed that Ho Chi Minh City Ring Road 4 has an important meaning in contributing to the socio-economic development of the provinces in the Southeast region, the Southern Key Economic Zone, and has very important inter-regional traffic connectivity in solving the circulation of goods and reducing logistics costs.

Resolution No. 24 of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region determined that by 2030, Ho Chi Minh City Ring Road 4 will be completed.

In addition, on June 7, 2024, the Prime Minister issued Decision No. 483 adding the Ho Chi Minh City Ring Road 4 project to the list of important national projects, key to the Transport sector.
