Inspector General: Transfer 100% of cases with signs of crime to investigation agencies

Mr. Doan Hong Phong, Government Inspector General, has just signed a report on the implementation results of a number of resolutions of the 14th National Assembly on thematic supervision and questioning in the inspection field, sent to the National Assembly and National Assembly deputies.

The report explaining the delay in issuing the inspection conclusion and the reasons was reported by the Government Inspector General to the 15th National Assembly at the question-and-answer session (4th session).

According to Mr. Phong, this situation has objective causes from some legal regulations on inspection that are still inadequate and not suitable to reality; inspection activities are complicated.

The subjective cause of the inspection industry lies in the leadership, direction and organization of each specific inspection.

The Government Inspector General said that up to now, the cause of legal inadequacies has been basically overcome when the National Assembly issued the 2022 Law on Inspection and the Government issued decrees guiding the law.

The Government Inspectorate has accelerated the progress and improved the quality of inspections to detect and handle them promptly and strictly. Information exchange has been enhanced by the inspection sector.

When detecting cases with signs of crime or complicated cases, promptly discuss to agree on handling points of view, avoid letting criminals escape and transmitting inaccurate information.

Reporting to the National Assembly, Inspector General Doan Hong Phong said that the industry has ensured that 100% of cases with signs of crime are transferred to investigation agencies; and the list of party organizations and party members with signs of violations is transferred to the party's inspection agency for consideration and handling according to regulations.

"Up to now, the situation of slow issuance of inspection conclusions has been gradually overcome, contributing to the positive results of the industry in recent times," Mr. Phong emphasized.

More specifically, the Government Inspectorate has issued conclusions on 14/15 inspections that were slow to issue inspection conclusions according to the Central Inspection Commission's Supervision Conclusion; the remaining one has reported to the Prime Minister a draft inspection conclusion.

Regarding the results (according to the reports of 2021, 2022, 2023 and the first quarter of 2024), the entire inspection sector has carried out nearly 25,100 administrative inspections and nearly 609,200 specialized inspections and checks.

Through inspection, economic violations of over VND 416,700 billion and nearly 18,900 hectares of land were discovered; recommendations were made to review and administratively handle over 14,500 groups and nearly 24,300 individuals, and 1,071 subjects and 1,413 cases were transferred to the investigation agency for review and handling.

The whole industry has urged and inspected the authorities to recover over 11,000 billion VND.

The head of the Government Inspectorate informed that in the coming time, it will continue to focus on inspecting sensitive areas with high risks of corruption or with many public opinions about corruption and negativity; building a national database on asset and income control and implementing programs, work plans, and directions of the Central Steering Committee on anti-corruption and negativity...
