"Because the figure of 67.43 billion USD (the total preliminary investment of the project) is very large and leaving it there would be a waste. Each year it drags on, that year it will be a waste," according to the General Secretary.

Assuming that it is possible to carry out the project in stages, he pointed out: "If the Hanoi - Vinh high-speed railway section is completed early and people only need 1.5 hours to travel, it will be great. The plan to carry out the entire project is 10 years, but we will try to speed it up and not let it drag on because people are really looking forward to it."

However, according to the General Secretary, this is only the initial result and there are still many challenges ahead.

Referring to innovation and institutional breakthroughs to achieve goals, the Party leader requested that it be clearly recognized that this is not only the task of law-making agencies, but also the common responsibility of the entire political system and of each cadre and Party member participating in law-making and enforcement.

"There must be a "strong enough medicine" to cure the disease of officials working administratively, mechanically; being negative, harassing, harassing people, harassing businesses, only doing things for personal gain, deliberately slowing down work, asking for opinions in circles, blaming the system...", the General Secretary added and said that the policies and guidelines for socio-economic development are quite adequate; now is the time to act.

He noted that more than ever, cadres and party members must uphold their sense of responsibility, set an example in performing their duties in the spirit of putting the common interest above all else, boldly innovate, create, make breakthroughs, and courageously sacrifice for the country's development.

In addition to the efforts of the Party, Government and State, it is necessary to have the response and participation of the people.
