According to information from the Department of Agriculture and Rural Development, after checking, there are currently 381 fishing vessels with the longest length from 6 m to under 12 m in the province that have not been registered or inspected. Most of them are small fishing vessels with hulls made of bamboo or plastic (composite) with the longest length under 12 m, equipped with engines with a capacity of 5.8 - 66.2 kW. The above fishing vessels have not been registered due to lack of documents prescribed in Circular 23/2018/TT-BNNPTNT, dated November 15, 2018 of the Ministry of Agriculture and Rural Development. The reason is that fishing vessel owners in coastal communes build these types of vessels at small facilities that have not been recognized as qualified to build vessels.
Deputy Director of the Department of Agriculture and Rural Development Nguyen Huu Vinh said that in order to effectively manage fishing vessels in the province in accordance with the provisions of the 2017 Fisheries Law, the Department has sent a document requesting the Ministry of Agriculture and Rural Development to consider and amend Circular No. 23/2018/TT-BNNPTNT in the direction: For fishing vessels with a length from 6 m to less than 12 m that have been reported by localities, in the fishing vessel registration procedure, the approval document for new construction, conversion of fishing vessels and the certificate of origin will be replaced by a declaration of origin of the fishing vessel self-declared by the ship owner with confirmation from the local authority where the ship owner resides and the ship owner is legally responsible for the declared information.
Propose that the tax authority when the ship owner declares the registration tax in case the main engine installed on the fishing vessel does not have an invoice or documents as prescribed be replaced by the machine purchase and sale documents between the parties with confirmation from the local authority of the seller, or in the registration dossier consider removing the registration tax receipt/registration fee declaration with confirmation from the tax authority because the fishing vessel is not subject to registration tax when carrying out registration procedures.
Consider regulating conditions and standards for facilities building new fishing vessels with lengths from 6 m to less than 12 m in coastal areas, especially for building bamboo-hulled or plastic-hulled vessels suitable for production scale, technical processes for building small-sized vessels, and economic conditions in coastal areas.
