On the afternoon of September 17, Member of the Party Central Committee, Secretary of the Party Committee, Minister of Natural Resources and Environment Do Duc Duy chaired the August 2024 Work Conference of the Ministry. Attending the Conference were Deputy Ministers: Nguyen Thi Phuong Hoa, Le Cong Thanh, Le Minh Ngan and heads of units under the Ministry of Natural Resources and Environment.

Speaking at the meeting, Minister Do Duc Duy said that through the report, in August and the first 8 months of 2024, the Ministry of Natural Resources and Environment has deployed and completed a huge amount of work, especially in the work of building legal policies. Minister Do Duc Duy highly appreciated the tasks that all units have tried to complete on schedule, meeting requirements and affirming the role and position of the Ministry and the natural resources and environment sector in the political system, making important contributions to the socio-economic development of the country.
Sharing with the Conference, the Minister said that due to the severe impact of storm No. 3, which caused huge damage to 26 provinces in the Northern region, the Prime Minister proposed to issue a Resolution to provide urgent solutions to overcome the consequences, support people and businesses to stabilize their lives, restore production and business activities, promote and maintain the economic growth target of 7%, in which the Ministry of Natural Resources and Environment was assigned many important tasks.
Therefore, the Minister requested that leaders of units need to comprehensively review and evaluate assigned tasks and propose directions and solutions as a basis for successfully completing tasks during the year and term.
Reporting at the meeting, providing information on the work in August and the first 8 months of the year, Mr. Pham Tan Tuyen, Chief of the Ministry's Office, said that from the beginning of 2024, closely following the Government's management theme: "Discipline, responsibility, proactiveness, timelyness, accelerating creativity, sustainable efficiency"; in the context of a huge workload, requiring urgent time; the Ministry's leadership has not been fully consolidated. However, the leaders of the Ministry have led and directed the comprehensive implementation in all aspects of work, and the activities of the Ministry have taken place stably and smoothly. The heads of agencies and units under the Ministry have made great efforts and shown high determination to implement the work to ensure progress and quality.
Some outstanding results are as follows: The Ministry has directed the organization to promptly and promptly implement the directive documents of the Government and the Prime Minister. The Ministry has issued the Action Program of the Natural Resources and Environment Sector to implement Resolutions No. 01/NQ-CP, 02/NQ-CP54; the 2024 Work Program of the Ministry of Natural Resources and Environment and other work programs and plans.
Directing units under the Ministry to fully and thoroughly prepare documents and materials for the National Assembly Session, the National Assembly Standing Committee, and regular and specialized meetings of the Government. In addition, the Ministry has chaired and organized many important conferences and launching ceremonies of the Industry.
The Ministry's leaders have given strong and close direction to major, key and urgent tasks: organizing the implementation of the Land Law, the Water Resources Law, developing the Law on Geology and Minerals; completing the National Marine Spatial Planning; removing difficulties and obstacles, speeding up the progress of investment projects, allocating and disbursing public investment capital; organizing the construction and completion of land databases; forecasting and warning accurately and promptly, contributing to effective response and limiting damage caused by the impact of natural disasters, storms, floods, especially storm No. 3 (YAGI).

Reporting at the meeting, based on statistics and monitoring the progress of the projects, Chief of the Ministry's Office Mr. Pham Tan Tuyen said that the key tasks of the Ministry of Natural Resources and Environment, from now until the end of 2024, the Ministry needs to focus on implementing and completing key tasks of building institutions and policies, including organizing the implementation of documents of the Central Committee; tasks under the work program of the Politburo and the Secretariat; coordinating with relevant units to develop legal documents according to the Ministry's 2024 Legal Document Development Program to ensure quality and deadline; Preparing for the 8th session of the 15th National Assembly, including responding to voters' recommendations and questions from National Assembly Deputies to the Minister; Establishing and organizing the implementation of sectoral and national plans; Perfecting the functions, tasks, powers and organizational structure of the units of the Ministry.
In addition, continue to review and simplify processes and procedures for handling administrative procedures directly related to people and businesses; Urgently synthesize the Medium-term Public Investment Plan for the period 2026 - 2030 to be completed in September 2024; deploy work in foreign affairs and international cooperation; Implement the Digital Transformation Plan for the Natural Resources and Environment sector; Focus on effectively implementing inspection and examination work.

Deputy Minister Nguyen Thi Phuong Hoa requested the Department of Organization and Personnel to study, review, and propose amendments to regulations on management, use, and appointment of civil servants and public employees in accordance with new regulations of the Party and in the direction of strengthening the assignment and decentralization; the Ministry Inspectorate should be proactive in inspection, examination, and citizen reception.
Deputy Minister Le Cong Thanh requested environmental units to urgently issue guiding documents so that localities can easily guide the classification and collection of waste by January 1, 2025 according to the Law on Environmental Protection; the Department of Climate Change revised documents to propagate and guide localities to better understand the carbon credit exchange market...
Acknowledging the opinions of the Deputy Ministers, Minister Do Duc Duy pointed out a number of shortcomings in the past time such as the work of building and perfecting institutions, policies, projects, economic and technical norms as well as the implementation of the National Assembly's Resolutions; the quality of the work of answering questions of the National Assembly and resolving voters' petitions has not met the requirements.

Concluding the Conference, emphasizing once again the role of the Ministry of Natural Resources and Environment in the cause of national development, the huge amount of work assigned by the Party, State, Government and National Assembly, Minister Do Duc Duy requested that each Department, Division and specialized agency of the Ministry need to demonstrate a spirit of wholeheartedness, full strength, high determination and great efforts to complete their tasks.
Minister Do Duc Duy set out 4 goals and requirements for the Ministry's units to carry out their tasks in the coming time, including: Focusing all resources, implementing all measures, with high determination and great efforts, ensuring the completion of all targets and tasks of 2024, as a premise for completing the political tasks of the entire term.
Focus highly on the work of building and organizing the implementation of institutions, policies, planning and plans in the sector; strengthen decentralization and authorization, along with resource allocation, strengthen inspection and examination, eliminate the mechanism of asking and giving, and prevent corruption and negativity.
Tighten discipline and administrative order, overcome the situation of shirking and avoiding responsibility in performing public duties; strictly implement working regulations... For the political tasks assigned to the Ministry of Natural Resources and Environment, the Minister requested that the assigned units proactively contact and coordinate with units under the Government Office and the Central Party Office to complete project dossiers to submit to competent authorities to ensure deadlines.
Regarding the task of institutional development, units are highly focused on implementing, ensuring completion and submission to competent authorities of all documents according to the Ministry's 2024 Program for developing legal documents, including areas such as Land, Environment, Climate Change, Geology and Minerals.
Units continue to focus on disseminating, propagating, and training on the implementation of the 2024 Land Law, the 2023 Water Resources Law, and new policies of the 2020 Environmental Protection Law; promptly grasp and advise on removing arising difficulties and problems.
Regarding the preparation for the 8th session of the 15th National Assembly, Minister Do Duc Duy directed the Legal Department to coordinate with relevant units to advise on the preparation for the 8th session of the 15th National Assembly, including responding to voters' petitions and questions from National Assembly deputies to the Minister; reporting on the implementation of the National Assembly's Resolutions on questioning and supervision in the field of natural resources and environment.
In the work of personnel organization, planning - finance, inspection and examination, the Minister requested that the heads of units promote the spirit of setting an example in direction and management, and take full responsibility before the Minister for the implementation results.
Regarding international cooperation, based on practical experiences, plan to organize a working delegation to attend the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29).
In addition, units according to their functions, tasks and assignments focus on promoting digital transformation, focusing on building the National Land Database, ensuring the completion of connection with the National Population Database and improving the efficiency of providing and using online public services.
For specialized fields, Minister Do Duc Duy directed units in the fields of Land, Environment, Geology - Minerals, Sea and Islands, Water Resources, Climate Change, Surveying and Mapping and Remote Sensing... to advise and organize the implementation of assigned tasks to resolve and remove difficulties and obstacles for localities, in order to exploit and promote land resources; control and protect the environment; proactively forecast and flexibly regulate water storage and regulation activities to ensure safety in storm and flood conditions; develop the carbon market in Vietnam; apply surveying and mapping technology in determining and demarcating borders and administrative boundaries on land and at sea; exploit and sustainably use marine resources...
With the current extreme climate change situation, the Minister requested the hydrometeorological sector to closely monitor the development of natural disasters, complex hydrometeorological conditions including heat waves, droughts, salinity, storms, hailstorms above normal levels and frequent occurrences of rain, storms, floods, and inundation. Landslide warnings, identification of areas and basins at high risk of landslides in the direction of increasing the level of detail to serve the warning work, evacuating residents and constructions from high-risk areas...
The Minister assigned the Ministry's Office to review, advise on amending and perfecting the Ministry's Working Regulations and related regulations and procedures for handling work to ensure a synchronous, smooth and proactive operation system at each stage, each organization, each individual and each job with the motto "clear people, clear work, clear responsibilities, clear authority, clear results, clear opinions, clear time" to maximize individualization of the responsibilities of units, each cadre and civil servant in performing their duties.
According to Minister Do Duc Duy, from now until the end of 2024, there is not much time left while the workload is still very large.
