Organize the review and make a list of small, narrow, and interspersed land plots managed by the State.

On October 24, 2024, the People's Committee of Thanh Hoa province issued Decision No. 66/2024/QD-UBND regulating the review, public announcement, and listing of small, narrow, and interspersed land plots and the allocation and lease of land for small, narrow, interspersed land plots managed by the State in Thanh Hoa province.

Accordingly, the People's Committee at the district level is responsible for organizing the review and making a list of small, narrow, and interspersed land plots managed by the State for public use or land allocation and lease to adjacent land users: Review land plots that meet the criteria and principles specified in Clauses 1 and 2, Article 47 of Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government.

Review the purpose, legality and subjects of adjacent land use: determine the intended purpose of land allocation and lease of small, narrow plots of land located in between according to the district-level land use planning or general planning, zoning planning approved according to the provisions of law on urban planning or detailed urban construction planning, rural residential area construction planning, new rural commune construction planning approved by competent authorities; determine legal documents on land use rights, purposes according to the current land use status and purposes according to the planning of adjacent plots of land.

Get opinions from local people about the proposed list of small, narrow, and interspersed land plots managed by the State for public use or land allocation and lease to adjacent land users; complete the list and respond in writing to local people's opinions (if any).

After completing the review and collecting opinions from people where the land is located, no later than October 15 of each year, the District People's Committee shall approve the list of small, narrow, and interspersed land plots managed by the State for use for public purposes or land allocation and lease to adjacent land users.

The People's Committee of the district where the land is located is responsible for publicly announcing the list of small, narrow, and interspersed land plots managed by the State for public use or for land allocation or lease to adjacent land users within no more than 10 days from the date of approval of the list, in the following forms: Publicly announcing the list of small, narrow, and interspersed land plots managed by the State on the Electronic Information Portal of the People's Committee of the district level, the Electronic Information Portal of the People's Committees of communes, wards, and towns (Commune-level People's Committees) where the land is located (if any); publicly posting at the Headquarters of the People's Committee of the district level, the public posting period is 15 working days (the public posting must be recorded in a record, clearly stating the start time and end time of the public posting).

Direct the People's Committee at the commune level to publicly post and announce the list of small, narrow, and interspersed land plots managed by the State at the headquarters of the People's Committee at the commune level and at the common living places of the residential area where the land is located; the public posting period is 15 working days (the public posting must be recorded in a record, clearly stating the start and end times of the public posting).

The allocation and lease of land for small, narrow, and interspersed plots of land to adjacent land users must ensure the principles specified in Clause 2, Article 47 of Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government; the order and procedures for land allocation and lease of small, narrow, and interspersed plots of land must comply with current laws...
