On the afternoon of May 5, Mr. Dau Thanh Tung, Vice Chairman of Thanh Hoa Provincial People's Committee, directed the Hoang Hoa District People's Committee to request to receive feedback from press agencies and people on the construction of works at Hai Tien beach (Hoang Hoa district), including the 5 "giant" arms that have caused controversy in recent times.

Mr. Dau Thanh Tung requested the People's Committee of Hoang Hoa district to receive feedback from the press and people so that the construction, management and use of works at Hai Tien beach are in accordance with regulations, do not negatively affect the general landscape and cause insecurity for people and tourists visiting and swimming at Hai Tien beach.

At the same time, proactively provide complete and correct information as requested by press agencies.

As reported by Nguoi Lao Dong Newspaper, after the "giant" hands along the Hai Tien coast were built, there was a lot of controversy. Many people thought that this was an effort to create a highlight for the beach, but many people commented that in general it looked a bit out of place, monotonous, and inappropriate. In particular, these 5 "giant" hands have very large bases. On summer days, when the sea level rises close to the embankment, the concrete bases are submerged deep in the water, causing swimmers to accidentally bump into them, causing danger.

Although it has only recently been put into service for tourists, the project has peeled off and screws are exposed, posing a potential safety risk for tourists swimming in the sea.

In fact, at this beach on May 2, out of the 5 "giant" hands along the coast, 3 projects have been completed, while 2 are still under construction. It is worth mentioning that the sale of goods on the beach around these projects is widespread, plus the bases of the hands have taken up all the space on the beach.

While observing, there were no guards on these hands to protect the beachgoers, but only many people climbing up and down.

More dangerously, due to being hastily built to meet the April 30 and May 1 holidays, the concrete bases covered with plastic tarps and reinforced with screws have come loose, leaving many metal screws exposed, posing a potential risk of injury to tourists playing and swimming.

After the press spoke out, the investor's representative put up warning ropes to prevent tourists from coming near so that repairs and construction could continue.

After the press spoke out, on May 5, the People's Committee of Hoang Hoa district had the three hands (completed and put into service during the April 30 and May 1 holidays) strung up and all the iron screws protruding from the bases of the hands removed.

According to the explanation of the Hoang Hoa District Construction Investment Project Management Board, because the project has not been completed yet, and recently a large number of tourists have flocked here during the holidays, the unit has installed rubber mattresses at the base of the hands and hung warning signs to ensure the safety of tourists.

Not a scenic spot so no permission required

According to the report of Hoang Hoa District People's Committee, the 5 "giant" hands along the coast are observation points, warning tourists about swimming in the sea, part of the project to create a landscape for the walking area along Hai Tien beach from the wharf area to Hoang Thanh boat station. The project has a total investment of 10 billion VND, from the state budget and other mobilized sources.

The observation points and warnings for tourists to swim in the sea have arm-shaped architecture, not sculptures; at the same time, Hai Tien beach is not a scenic relic, so the construction of the above works is not subject to consultation and agreement with cultural management agencies.
