Streamline the apparatus, "run and queue at the same time"

A "major surgery" on the organization of the political system is taking place quickly - strongly - fiercely at the time of the transition of the era, with the determination to create a breakthrough for the country's development.

Everything happened very urgently, within two months, from when the "revolution in streamlining the organizational apparatus" was launched until the project to rearrange the apparatus had to be completed according to the motto "running while queuing", "time does not wait", "must be done immediately, the sooner it is done, the more beneficial it is for the people and the country".

Delegate Hoang Thi Thanh Thuy (Tay Ninh delegation) said that this is the right time to implement the Party's policy on streamlining the apparatus, especially when preparing to enter the Party Congresses at all levels. What must be done immediately is to rearrange the apparatus. This is not only an innovation but can be considered a "revolution", because with this policy, the country will completely move to a new stage. To achieve the set goals, the State apparatus must also keep up with the development.

Delegate Pham Van Hoa (Dong Thap delegation) also pointed out the cumbersome and unsophisticated state apparatus in recent times. Therefore, it is necessary to review the method of streamlining the payroll, and to review, evaluate, and summarize whether the merger of departments and offices in recent times has been effective or not?

"The apparatus within ministries and ministerial-level agencies still has many levels, some levels have unclear legal status; affiliated units with legal status have increased. Streamlining the payroll has only focused on reducing quantity, not yet associated with improving quality and restructuring the staff. The situation of "Ministries within ministries" is also an ongoing reality, with overlapping functions and tasks, requiring drastic intervention and streamlining to make the working apparatus from the central to the grassroots truly effective and efficient, bringing practical benefits.

Expressing his approval of this policy, the delegate said that streamlining and streamlining should be associated with improving the quality and restructuring of the staff; streamlining the apparatus, organization, and staffing from the Central level is necessary.

No lean leveling

Currently, regular expenditure and salary expenditure account for a large proportion of Vietnam's total annual budget (70%), higher than many countries in the world; and only 30% is spent on development investment and social security.

Therefore, delegates said that streamlining must ensure efficiency, effectiveness, closeness to the people, create people's trust and the ultimate goal is to reduce regular expenditures, reduce salary expenditures and salary-related expenses to spend on development investment and social security.

Delegate Ho Thi Minh (Quang Tri Delegation) said that streamlining at the grassroots level should be considered depending on each industry, not divided into equal proportions as at present. In the past, some places have mechanically streamlined by retiring cadres and not recruiting new ones, but there is no policy to actually evaluate cadres. Every year, units are still evaluating based on "good completion", "excellent completion", the rate of "incompletion" is low. Therefore, the apparatus is still cumbersome. If done drastically, the apparatus will be "compact" and the intelligence will be "sophisticated".

Therefore, all ministries, branches and intermediate stages in the staff work need to be arranged and streamlined so that the superior and grassroots apparatus have unity in management work. As for the intermediate staff departments, if not necessary, they can be streamlined so that in the future, when ranking salary levels according to the new salary policy, according to job positions, it will bring efficiency and ensure the lives of cadres.

Associate Professor Dr. Nguyen Chu Hoi (Hai Phong Delegation) emphasized that this time the issue of streamlining will be different, not letting one level wait for another in the style of "waiting for the basket and dropping the rice", but doing it decisively, synchronously, comprehensively, and smoothly from top to bottom, from bottom to top. This demonstrates decisive, thorough, comprehensive, and synchronous action, saying goes hand in hand with doing.

“This is truly a revolution; to make a revolution, one must accept sacrifices. The sacrifice here is the sacrifice of the interests of an organization when breaking the localism and the sacrifice of the interests of individuals. Through this, it is also a test, evaluating the cadres to have the next step. No matter how streamlined or cumbersome the apparatus is, the core is still the people” - delegate Nguyen Chu Hoi emphasized.
