Good signal for green transport development in Vietnam

At the seminar "Developing green transport: Challenges and solutions to attract investment resources" held on the morning of August 21, organized by the Ministry of Transport, many international organizations pledged to support Vietnam in this field. The seminar also aimed to implement the conclusion of Deputy Prime Minister Tran Hong Ha in Notice No. 372/TB-VPCP dated August 10, 2024 of the Government Office.

Speaking at the opening of the seminar, Minister of Transport Nguyen Van Thang said that green economic development has been officially raised by the Central Executive Committee of the Communist Party of Vietnam since the 11th tenure in Resolution No. 24 dated June 13, 2013 on the topic of responding to climate change, protecting resources and protecting the environment. In which, it requires piloting the development of green economic models, green industry, and green countryside. Also according to Minister of Transport Nguyen Van Thang, green transport development is an important foundation for building a green economy. The 11th, 12th and 13th Party Congresses have identified the construction of a synchronous and modern transport infrastructure system in both economic and social aspects, prioritizing a number of key national projects on transport adapted to climate change as one of the three strategic breakthroughs for socio-economic development.

Mr. Thomas Wiersing, Charge d'Affaires - Deputy Head of the Delegation of the European Union (EU) to Vietnam, said that the EU's goal is to reduce 60% of emissions from the transport sector by 2050, which will be achieved through many methods, such as: applying stricter emission standards, using alternative fuels such as electricity, hydrogen, investing in developing clean public transport to reduce personal vehicles, etc.

In Vietnam, the EU is committed to supporting transport sector emissions reduction, supporting the development of public transport, as well as sharing experience and know-how with relevant Vietnamese partners.

Similarly, Mr. Jin Saeun, Chief Representative of the Economic Development and Cooperation Fund of Korea (EDCF) in Hanoi, said that the Korean Government is very interested in building green transport infrastructure. EDCF has built a green index rating system to evaluate its investment projects.

On that basis, the bank will assess to ensure emission thresholds and support partners to assess the impact of climate change. EDCF and Korea are committed to providing full support to help Vietnam achieve its goal of net zero emissions by 2050.

Also expressing special interest in green transport development, Ms. Renée Deschamps, Acting Ambassador Extraordinary and Plenipotentiary of Australia to Vietnam, shared her experience that to reduce emissions in the transport sector, the Government has introduced policies to encourage people and businesses to use electric vehicles; committed to investing 500 million USD to build road transport infrastructure, with special attention to switching to electric vehicles.

With Vietnam, the Australian Government is committed to bilateral cooperation in efforts to reduce emissions, especially when the two countries have upgraded their relationship to a comprehensive strategic partnership.

Accordingly, Australia will increase the sharing of expertise on green energy transition; implement a financial partnership program with Vietnamese enterprises in the construction of electric vehicle charging stations; and closely cooperate with the Ministry of Transport to promote the Australian Government's support in developing green transport infrastructure.

Representing a country that cooperates with Vietnam in many fields, Ms. Takebayashi Yoko, Deputy Chief Representative of the Japan International Cooperation Agency (JICA) in Vietnam, said that public transport is the main focus in green transformation. Currently, JICA has a series of technical assistance projects to improve and equip smart counting systems, and increase public transport management capacity in major cities.

JICA is also actively involved in urban railway projects in Hanoi and Ho Chi Minh City. Ms. Yoko said that JICA is always ready to mobilize resources to coordinate with the Government and partners to develop green transport in Vietnam.

At the seminar, representatives of the Asian Development Bank (ADB) in Vietnam and the World Bank (WB) also strongly committed to investing in green technology. These organizations hope to continue to play an important role in finance and investment to create a sustainable green transportation system for Vietnam.
