The Ministry of Transport has just issued a document requesting the Vietnam Road Administration and the Departments of Transport of provinces and cities to conduct a general inspection of the operation of passenger transport vehicles under contract and tourist transport vehicles.
The request for a general inspection of transport vehicles is to implement the Prime Minister's Official Dispatch dated October 31, 2023 on overcoming the consequences of a particularly serious traffic accident in Lang Son province.
Accordingly, the Ministry of Transport assigned the Vietnam Road Administration and the Departments of Transport of provinces and cities to conduct a general inspection of the operation of passenger transport vehicles under contract and tourist transport vehicles, focusing on inspection of vehicles with 10 seats or more; strictly handle violations in accordance with the law.
Continue to implement the tasks and solutions set out in Official Dispatch No. 8111 dated August 11, 2023 of the Ministry of Transport on strengthening inspection and handling of "illegal buses, illegal bus stations", "disguised fixed-route buses" in the locality.
For the Departments of Transport, the Ministry of Transport requires strict implementation of Directive No. 10 dated April 19, 2023 of the Prime Minister on strengthening the work of ensuring order and road traffic safety in the new situation; Ensuring effectiveness and suitability with the new situation. Proactively advise and propose solutions on leadership and timely and effective direction to reduce traffic accidents and ensure traffic safety for the people.
Strengthen coordination with the Traffic Police and local police to deploy solutions to ensure traffic order and safety. Regularly review and inspect the implementation of regulations on traffic safety conditions of automobile transport businesses in the area, especially from data from journey monitoring devices for automobile transport businesses to inspect the implementation of regulations on driving time, speed, technical safety conditions of vehicles, conditions of drivers of transport businesses, and carrying the correct number of people as prescribed.
Previously, in the early morning of October 31, at km70+800 of National Highway 1A in Rung Cam slope, Huu Lung district, Lang Son province, a particularly serious traffic accident occurred between a 16-seat passenger car colliding with a semi-trailer and a container truck traveling in the opposite direction.
Regarding the particularly serious accident that occurred in Lang Son, the Ministry of Transport also requested the People's Committee of Lang Son province to direct the Department of Transport to closely coordinate with the Department of Transport of Quang Ninh province to inspect the compliance with regulations on business and conditions for business of automobile transportation for automobile transportation business units with vehicles and drivers involved in the accident.
The Ministry of Transport also requested the People's Committee of Quang Ninh province to direct the Department of Transport to conduct a comprehensive inspection of compliance with regulations on business and conditions for automobile transport business for automobile transport business units with vehicles and drivers involved in the accident; strictly handle violations in accordance with the law.
Previously, Prime Minister Pham Minh Chinh signed Official Dispatch No. 1033 directing relevant authorities to overcome the consequences of a particularly serious traffic accident in Lang Son province.
Closely coordinate with the competent agencies of the Ministry of Public Security, the Ministry of Transport, and the People's Committee of Quang Ninh province to comprehensively inspect the compliance with regulations on business and conditions for business of automobile transportation for enterprises, business households with vehicles and people involved in the accident; Strictly handle violations in accordance with the law.
The Minister of Public Security directed the Lang Son Provincial Police and relevant police units to urgently investigate, clarify the cause of the accident and strictly handle the violating organizations and individuals according to the law .
