(ABO) Pursuant to Official Dispatch No. 3656/BVHTTDL-DSVH dated August 27, 2024 of the Ministry of Culture, Sports and Tourism on strengthening the management of activities to protect and promote the value of historical - cultural relics and scenic spots and Official Dispatch No. 3566-CV/TU dated October 25, 2024 of the Tien Giang Provincial Party Committee on strengthening the management, preservation and promotion of the value of historical - cultural relics in the province;
The Provincial People's Committee assigns the provincial departments, branches, sectors, People's Committees of districts, cities, towns, and requests the Provincial Vietnam Fatherland Front Committee and provincial socio-political organizations, based on their functions and tasks, to implement a number of contents on management, protection and promotion of the value of historical and cultural relics (abbreviated as relics) in the province as follows:
1. Heads of provincial departments, branches and sectors, People's Committees of districts, cities and towns
Continue to lead, direct and strictly implement the Party's guidelines, resolutions and conclusions, the State's policies and laws and regulations related to the management, investment, construction, protection and promotion of the value of relics.
For memorial areas and memorial houses associated with the lives and careers of key leaders of the Party, State and exemplary senior leaders, when proposing construction, renovation and restoration, it is necessary to strictly follow Conclusion No. 88-KL/TW dated February 18, 2014 of the Politburo on organizing the celebration of 100 years and over 100 years of birth; building memorial areas and memorial houses; building and publishing documentary films about the lives and careers of key leaders of the Party, State and exemplary senior leaders, and Instruction No. 07-HD/BTGTW dated May 24, 2021 of the Central Propaganda Department on the construction, renovation and embellishment of memorial areas and memorial houses of key leaders of the Party, State and exemplary senior leaders.
For relics that have been ranked as special national relics, memorial areas and memorial houses must remain intact, without arbitrarily changing the structure, building new ones, adding functions or arranging them into working offices. The preservation, renovation and restoration of relics must be based on historical and scientific documents and strictly comply with current regulations.
For unranked relics, it is necessary to pay attention to protecting and promoting their values to serve research, traditional education and tourism development; review and evaluate the current status of works and architecture, collect relevant historical documents, and prepare dossiers to propose ranking of eligible relics according to regulations.
Heads of agencies, units and localities are responsible for implementing the management, protection and promotion of relic values in the management area.
2. Department of Culture, Sports and Tourism
Coordinate with relevant departments, branches, units and People's Committees of districts, cities and towns to strengthen inspection of the work of preserving, repairing and restoring relics, propose strict handling of organizations and individuals who commit violations at relics according to regulations; guide organizations and individuals to offer worship items suitable for relics; ensure harmony between cultural heritage protection and local socio-economic development; review and assess the current status of national relics, special national relics, urgency and investment priority, advise the Provincial People's Committee to propose competent authorities to include the above relics in the plan and arrange budget capital to invest in preserving, repairing and restoring national relics and special national relics in the province.
Preside over and coordinate with relevant departments, branches, units and localities to propose commendation and reward for organizations and individuals who do well in the management, protection and promotion of relic values; advise on the compilation and publication of publications, books and photos introducing relics associated with tourism development; submit to the Provincial People's Committee for promulgation of regulations on determining boundaries and placing markers to demarcate relic protection areas, and provide guidance on the preparation and confirmation of relic protection zoning maps.
Propagating and disseminating the Party's guidelines and policies, the State's policies and laws, and the province's regulations on preserving, restoring, renovating and promoting the value of relics; introducing the value of relics in appropriate forms to raise awareness of all classes of people and tourists in managing, protecting and promoting the value of relics.
Preside over and coordinate with the Department of Finance and relevant departments, branches and units to advise the Provincial People's Committee to submit to the Provincial People's Council for approval of fees and charges on the collection, payment and use of fees and charges in the management and exploitation of relics according to regulations.
3. Department of Finance
Coordinate with the Department of Culture, Sports and Tourism to advise the Provincial People's Committee to submit to the Provincial People's Council to arrange funds for activities to protect and promote the value of relics on the basis of balancing the local budget (regular expenditures); issue regulations on fees, charges, collection and use of fees and charges in the management and exploitation of relics in the province.
Based on proposals from the People's Committees of districts, cities and towns compiled by the Department of Culture, Sports and Tourism, the Department of Finance shall coordinate with the Department of Culture, Sports and Tourism and relevant departments, branches, units and the People's Committees of districts, cities and towns to advise and propose to the Provincial People's Committee to consider investing in works and projects to preserve, renovate, restore and promote the value of relics, contributing to strengthening the protection and promoting the value of relics in the province according to the provisions of law.
4. Department of Construction
Coordinate with the Department of Culture, Sports and Tourism and relevant departments, branches and units to provide opinions according to the functions and tasks of the sector on planning work, projects to preserve, restore and renovate relics.
5. Department of Home Affairs
Coordinate with relevant departments, branches and units to guide and inspect the implementation of the Party's guidelines and policies and the State's laws and policies on religion for organizations and individuals conducting religious activities at ranked relics.
6. Department of Education and Training
Strengthening propaganda and education on local traditions and history for the younger generation, students and pupils; organizing extracurricular activities on red address sources in coordination with the implementation of projects on planting and caring for trees and protecting the environment at relics.
7. Department of Agriculture and Environment
Coordinate with the Department of Culture, Sports and Tourism, and relevant departments, branches, units and localities to advise competent authorities on planning and land use plans; guide the preparation of records and procedures for granting certificates of land use rights and ownership of assets attached to land with relics in the province to ensure the requirements of preserving and promoting the value of relics; propagate and guide organizations and individuals to comply with legal regulations on environmental protection and maintaining environmental hygiene at relics.
8. Provincial Police
Coordinate with relevant functional sectors to maintain security and order in activities at relics; prevent, stop and handle acts of encroachment on relics according to regulations.
9. Propose the Provincial Vietnam Fatherland Front Committee and provincial socio-political organizations
Strengthen propaganda and mobilization work, mobilize union members, association members and people of all walks of life to actively participate in preserving, protecting and promoting the value of relics; coordinate propaganda and mobilization of religious organizations, places of worship, dignitaries, religious officials, religious followers, and people of all ethnic groups to properly implement the provisions of the law on beliefs and religions in places where relics are located, eliminate superstitious activities; build cultural worship facilities and other religious establishments operating in accordance with the provisions of the law.
10. People's Committees of districts, cities and towns
Well perform the assigned functions and tasks of decentralizing the management of relics, promote the propaganda and education of laws on cultural heritage; strengthen inspection, promptly detect and strictly handle violations in the management, protection, promotion of relic values, preservation, restoration and rehabilitation activities of relics and forms of superstition in religious and belief activities at relics; promote the role and responsibility of local cultural experts and the supervisory role of the community to promptly detect and correct errors that may occur during the implementation of relic preservation, restoration and rehabilitation projects, avoid violations and then handle them in order to protect the original structure of the relics to the maximum extent, including those in the inventory list that have not been classified.
Coordinate with relevant departments, branches and units to prepare dossiers to issue certificates of land use rights and property ownership rights attached to land with relics. For relics whose land has been encroached upon, the People's Committee at the district level shall take timely and resolute measures to reclaim the land and return it to the relics; effectively manage and use relic land.
Take active and effective measures to protect relics, arrange regular managers at the relics, prevent theft, damage to relics, antiquities, fires, explosions, and other harmful activities that affect the relics; when organizing festivals at the relics, it is necessary to ensure the implementation of measures to protect the relics.
Continue to strengthen and improve the quality and efficiency of the operations of organizations and individuals assigned to manage relics and in implementing projects related to relics.
