Regarding the Thac Gieng 1 Hydropower Plant releasing water causing unusual flooding on the Cau River, the People's Committee of Bac Kan province recently sent a document to the Department of Industry and Trade, the Department of Natural Resources and Environment and Song Da Bac Kan Joint Stock Company regarding the implementation of flood discharge and water discharge to overcome and handle the incident at Thac Gieng 1 Hydropower Plant.

The People's Committee of Bac Kan province requested Song Da Bac Kan Joint Stock Company (investor of Thac Gieng 1 Hydropower Project) to strictly implement the hydropower reservoir operation process. Before releasing flood water or releasing water to fix and handle incidents, it must notify the People's Committee of Cho Moi district and the communes downstream of the plant of the specific time and flow of water discharge to proactively prevent and avoid causing damage to people's property and crops.

The company needs to notify the investor's representative of the embankment project to overcome landslides on the Chu and Cau rivers through Dong Tam town, Cho Moi district to be proactive in preventing flooding, have solutions to protect the works, plans to ensure labor safety, and ensure project progress.

In addition, the company is responsible for coordinating with the Project Management Board for Investment and Construction of Agricultural and Rural Development Works of Bac Kan province to review and assess the impact level of the water discharge to handle the incident on November 4-5 to find a solution.

The Department of Industry and Trade needs to continue to monitor and supervise the implementation of the operating procedures of Thac Gieng 1 hydropower reservoir. The Department of Natural Resources and Environment is responsible for monitoring the maintenance of the minimum flow of Thac Gieng 1 hydropower plant; resolutely handling violations (if any).
