The new circular on extra teaching and learning has received the consensus of society, but there are still many concerns from teachers and parents.


On February 14, 2025, Circular No. 29/2024/TT-BGD-DT regulating extra teaching and learning will be applied nationwide with many new points.

Coping with new regulations

Many opinions say that the need for extra teaching and learning is real and legitimate. Many parents whose children are in their final year of high school share that if the only purpose of studying is to pass the high school graduation exam, then there is absolutely no need to take extra classes. But the purpose of going to a good university or studying abroad with a scholarship is that of thousands of students, only a few do not need to take extra classes.

"To have a chance at top universities, studying at school is not enough, families have to find extra classes outside of school for their children" - said Ms. Phung Thanh Xuan, a parent with a child studying in grade 12 in Ba Dinh district, Hanoi.

At some schools in Hanoi, many teachers have switched from direct tutoring to online teaching.

To cope with the regulation of not tutoring primary school students, in some places, teachers said they would babysit students after school for parents. Instead of paying teachers for extra lessons, parents call it "babysitting" money, and the extra lessons are completely free. On many teacher forums across the country, many teachers share ways to "dodge" the circular, such as instead of tutoring at home, they only teach life skills...

Many teachers in Ho Chi Minh City said that most of them previously taught at home or rented teaching locations. They said that they are now "sitting still" waiting for instructions, then will... improvise.

An English teacher at an elementary school in Thu Duc City, Ho Chi Minh City, said that before the new regulation took effect, the family discussed it carefully, then let a family member register to establish a company with the business line of educational support services, other educational activities not classified elsewhere.

According to this teacher, before when teaching at home, the cost would be reduced because there was no need to rent a location, pay taxes... "According to the new regulations, the cost will definitely increase but the mentality is also more comfortable, not afraid of violations" - this teacher said.

Many issues need clarification

An education expert commented that allowing tutoring only at centers as per the new regulation is not the way to solve the problem. In name, students will have to register for tutoring with the center, then the center will hire teachers to tutor the students.

"This process is theoretically very objective, transparent and completely voluntary, but in reality there will be variations to legalize it. The center will arrange students in the same class, same school to study in the same extra class as at school. Then at the center, it is very possible that the teacher "accidentally" teaches the same student he is teaching. Such extra classes will continue to exist and be legalized" - this expert said.

According to the new regulations, teachers who want to teach at home can register their business according to the law. The new regulations also require: "People who teach outside of school must ensure that they have good moral qualities and professional qualifications appropriate to the subjects they teach." However, experts are concerned about whether the business registration agency has the professional qualifications to assess and grant licenses to teachers. In particular, the authorities need to strengthen post-licensing inspections; step up inspections of units and individuals who teach outside of school.

Meanwhile, speaking to reporters, many parents in Ho Chi Minh City admitted that extra classes are a need of many families, not all extra classes are negative. Ms. Kim Anh, a parent in District 1 - Ho Chi Minh City, said that for a long time, her family has been letting her two children take extra classes with teachers at school, not because of coercion but because the teachers are good, wanting their children to take extra classes to get into good schools. "I also support banning extra classes if negative things are discovered and strictly punishing any teachers who violate the rules. But if teachers are allowed to teach extra classes at school, even for their own students, the school is responsible for monitoring and managing, which will be much more convenient for parents" - this parent commented.

An official from the HCM City Department of Education and Training said the department will meet with districts to provide guidance and clearly define the responsibilities of agencies in managing tutoring and learning centers.

The viewpoint of the HCM City Department of Education and Training is to resolutely follow the circular on extra classes of the Ministry of Education and Training, without any leniency or sympathy. This is a regulation that benefits students, contributing to ending the situation of forcing students to take extra classes.

Ministry of Education and Training: For the good values ​​of education

Deputy Minister of Education and Training Pham Ngoc Thuong assessed that extra teaching and learning activities are complex, both inside and outside the school; the demand is great in the context of an increasingly developing society, so the document that has existed for more than a decade does not have enough management sanctions. According to Mr. Thuong, implementing the Prime Minister's direction and practical requirements, the Ministry of Education and Training has researched and issued Circular No. 29 regulating extra teaching and learning. This Circular is built on the principle of only managing extra teaching and learning activities, but "not prohibiting". The Circular clearly stipulates which extra teaching and learning activities are in accordance with regulations; which activities are not in accordance with regulations so that authorities at all levels, organizations, individuals and the whole society can participate in monitoring, checking and inspecting during the implementation process. The organization of extra teaching and learning must ensure that it does not affect the organization and implementation of the school's educational program; does not affect the implementation of teachers' subject programs; ensure the interests of students, no coercion; preserve the image and dignity of teachers...

Deputy Minister Pham Ngoc Thuong also said that the responsibility of schools and teachers is to teach students to form qualities, abilities, and meet output standards... For students who are really weak, still confused about preparing for the transfer exams, high school graduation exams, the responsibility of schools and teachers is to supplement them. When we determine such responsibilities, other problems will no longer be heavy.

"In recent days, there have been opinions that not teaching extra classes will reduce teachers' income. We all know that there are many teachers such as: preschool teachers, teachers in remote areas, teachers of many subjects..., they do not teach extra classes but are still dedicated and passionate about their profession. In the past, when teaching extra classes, some negative factors appeared, many good teachers also had to suffer bad reputations and injuries, so this new regulation is also aimed at "protecting the dignity of the teaching profession".

Change and innovation are always difficult and difficult to accept. However, what the circular regulating extra teaching and learning is aiming for is for an education with good values. Therefore, although the first steps are difficult, I hope that there will be consensus and determination in implementing this circular. The Ministry of Education and Training will closely work with localities, schools and teachers in the implementation process" - said the Deputy Minister of Education and Training.

Mr. Pham Ngoc Thuong also said that with extra teaching and learning, the efforts of the education sector alone are not enough, it also needs understanding, participation, and supervision from parents and society.
