On February 7, Prime Minister Pham Minh Chinh signed Official Dispatch No. 10/CD-TTg to the Minister of Education and Training and Chairmen of People's Committees of provinces and cities on strengthening the direction of junior high school and high school enrollment and management of extra teaching and learning activities.
The telegram stated that the work of recruiting junior high school students, recruiting high school students and managing extra teaching and learning activities in some localities still has shortcomings that have not been promptly handled, affecting teaching and learning activities at general education institutions, creating negative public opinion in society.
The Prime Minister requested the Chairmen of the People's Committees of provinces and cities to focus on directing the synchronous and effective implementation of tasks and solutions and take full responsibility for the work of enrolling in junior high schools, high schools, and managing extra teaching and learning activities in the area.

Specifically, it is necessary to direct relevant agencies and units to prepare well the conditions for organizing junior high school and high school admissions to ensure transparency, practicality, efficiency, reduce pressure, and reduce costs for society. Strengthen information, propaganda, inspection, examination and supervision of the implementation of the Regulations on junior high school and high school admissions; Regulations on extra teaching and learning; require strict handling and public disclosure of violations according to regulations.
The Ministry of Education and Training needs to proactively and regularly review and grasp information to promptly amend, supplement and perfect the Regulations on junior high school and high school admissions; Regulations on extra teaching and learning, ensuring that they are suitable for practice and meet the requirements set forth in the new situation.
