Circular 29 of the Ministry of Education and Training promulgating regulations on extra teaching and learning will officially take effect from February 14. Schools are looking for ways to make this issue transparent, while organizing teaching and learning in accordance with reality, avoiding the situation of disguised extra teaching in schools.
OVERLAPSING PROVISIONS
According to records in Ho Chi Minh City, many secondary and high schools, mainly in the central area, are currently organizing 2 sessions/day of teaching and are allowed to collect fees, and the fee collection level is regulated by the Ho Chi Minh City People's Council according to the resolution of each school year. Therefore, when reviewing the 2-session/day of teaching and comparing it with Circular 29 of the Ministry of Education and Training on extra teaching and learning, school leaders commented that there were overlapping contents.
Most high schools in big cities have been teaching in the second session for many years now.

To comply with the circular, all schools must switch to teaching one session per day. If they organize teaching two sessions per day as before (allowed to collect fees), they must rebuild the plan for organizing activities in the school with the condition that parents agree to register their children to participate voluntarily.
Mr. Nguyen Cong Phuc Khanh, Vice Principal of Tran Van On Secondary School (District 1, Ho Chi Minh City), said: "The regulation is not suitable for the reality in urban areas. Accordingly, in these areas, the demand for children to study 2 sessions/day and boarding is extremely high while the secondary education program does not require teaching 2 sessions/day. Therefore, if we stop organizing 2 sessions, there will be a lot of pressure on parents when their children study one session and then go home. If we organize, the school will not have the budget to pay teachers".
From 2010 to present, the organization of teaching 2 sessions/day has been applied by schools according to Official Dispatch 7291 of the Ministry of Education and Training, with fees collected. Up to now, there has been no document announcing the expiration of this Official Dispatch.
According to Official Dispatch 7291, the form of organizing 2 sessions/day of teaching includes educational activities suitable for the subjects, specifically as follows: Organizing educational activities according to gifted and interested groups, each group can include students from different classes; tutoring, consolidating and reviewing knowledge based on a firm grasp of student quality, homeroom teachers coordinate with subject teachers to make a list of students according to groups of weak or good students of each subject, report to the principal to synthesize and organize classes, assign teachers to tutor weak students or foster good students; teach elective subjects based on the guidance documents of the Ministry of Education and Training, organize students with the same wishes and needs to study elective subjects suitable to the actual conditions of the school into elective classes. Students in elective classes who have the same wishes to study a second foreign language, general vocational education, and information technology may or may not be in the same grade or class. Students in art and gifted subjects are organized into classes and study groups.
Meanwhile, Clause 1, Article 5 of Circular 29 stipulates that extra teaching and learning in schools must not collect money from students and is only for students who register for extra classes by subject as follows: Students whose study results for the last subject of the adjacent semester are not satisfactory; Students selected by the school to foster excellent students; Final year students voluntarily register to review for entrance exams and graduation according to the school's education plan.
Compared with Circular 29, from February 14, schools are not allowed to collect money when organizing 2 sessions/day of teaching for students who need extra tutoring, consolidation and review of knowledge according to Official Dispatch 7291.
REVIEW TEACHING 2 SESSIONS/DAY TO AVOID DISGUISED EXTRA TEACHING
From the above reviews and comparisons, school principals said that in order to organize 2 sessions/day in accordance with the law, schools only collect fees in the following cases: Organizing activities according to gifted and hobby groups; teaching elective classes with students who have the same desire to study a second foreign language, general vocational education, and information technology; students in arts and gifted subjects to organize into classes and study groups.
Mr. Le Duy Tan, Head of the Secondary Education Department of the Ho Chi Minh City Department of Education and Training, said that before Circular 29 of the Ministry of Education and Training was issued, Ho Chi Minh City had implemented a ban on extra teaching in schools, so the circular did not affect teaching and learning in schools. However, he noted that schools need to review the teaching of two sessions per day, comparing it with Circular 29 of the Ministry of Education and Training on extra teaching and learning, so as not to be caught for disguised extra teaching in schools.

SOLUTION FOR ORGANIZING 2 SESSIONS/DAY
Faced with the above reality, school leaders proposed solutions to implement Circular 29 in accordance with regulations, which are to review teaching plans and separate additional teaching and learning activities from the main curriculum. Organize additional teaching and learning activities in the direction of developing students' capacity and skills instead of just consolidating and supplementing knowledge. In addition, parents and students will be consulted for consent on additional teaching and learning activities. To implement, schools need specific guidance documents from management levels for implementation.
At Tran Van On Secondary School, Mr. Phuc Khanh said that in order to maintain the 2-session/day teaching activities and collect fees according to regulations, the school certainly cannot organize knowledge consolidation classes as before and the school will organize a meeting with parents to ask for opinions. Parents of students who do not register to participate in the 2-session/day activities can switch to the 1-session/day class.
Based on the parents' consensus, the Vice Principal of Tran Van On Secondary School said that he will develop a plan to organize the second session in which there will be no pre-teaching of the program, no review or consolidation of knowledge, but rather a focus on developing students' thinking and abilities. Mr. Khanh also said that he is thinking about organizing elective teaching in the direction of promoting talents according to the Ministry's regulations, such as classes to develop practical mathematical thinking, develop reading culture or natural science experimental abilities, etc.
Mr. Huynh Thanh Phu, Principal of Bui Thi Xuan High School (District 1), shared that while there is no replacement document, the school will still follow the current document regulating two-session teaching based on comparison with the new circular to meet the needs of parents. At the same time, Mr. Phu pointed out that thanks to the second session, educational activities in the school are more diverse, students have experiences, and form many skills to help students become friendly, positive and dynamic. In addition, organizing the second session will somewhat limit students' contact with society without family management, which can easily lead to unhealthy gatherings.
Regarding the organization of teaching 2 sessions/day in the context of implementing Circular 29, at the first semester review meeting of high school held at the end of January, Mr. Tran Ngoc Huy, Deputy Head of the Secondary Education Department of the Ho Chi Minh City Department of Education and Training, noted that schools need to implement the second session program based on the voluntary registration of students, not forcing students to participate in supplementary knowledge classes of the subject when they have fully met the requirements of the program.
In addition, the leaders of the Department of Education and Training also acknowledged that the current problem with extra teaching in schools is the review activities for final year students (grades 9 and 12). According to the new regulations of the Ministry of Education and Training, this activity must be organized on the basis of voluntary registration of students and students must not be charged. The question is, if students are not charged, what source of income will schools use to support teachers in reviewing for students?
Ensure that there is no illegal tutoring
On February 7, the Ho Chi Minh City People's Committee sent an official dispatch to the Ho Chi Minh City Department of Education and Training and the Thu Duc City People's Committee and districts regarding the implementation of Circular 29 of the Ministry of Education and Training regulating extra teaching and learning. Accordingly, the Chairman of the Thu Duc City People's Committee and districts are assigned to be responsible for managing extra teaching and learning activities in the area.
Regarding the concerns of schools about the regulations on extra teaching and learning, Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that it is inevitable that managers and teachers have concerns about the new regulations, but they need to understand them to properly implement the regulations. The Department of Education and Training of Thu Duc City and 21 districts need to propagate and integrate instructions on extra teaching and learning so that educational institutions can implement them in accordance with the spirit of Circular 29, ensuring that there is no illegal extra teaching.
