On the afternoon of May 12, during his working trip to Can Tho, Prime Minister Pham Minh Chinh inspected the Chau Doc - Can Tho - Soc Trang expressway project and listened to reports and proposals on flood prevention, landslide response, and climate change adaptation projects in Can Tho City.

The Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1 has a total investment of nearly 44,700 billion VND, more than 188 km long, passing through 4 provinces and cities: Can Tho, Soc Trang, Hau Giang, An Giang. This is 1 of 3 horizontal expressways of the Mekong Delta (along with My An - Cao Lanh, Cao Lanh - An Huu), with the starting point connecting to National Highway 91 in Chau Doc City (An Giang) and the end point intersecting with National Highway Nam Song Hau, Tran De Port (Soc Trang).

The expressway will start construction in June 2023 and is expected to be completed and put into use in 2027. The project will contribute to completely connecting the horizontal and vertical expressway system in the region, opening up new development space, connecting economic centers, seaports and international border gates, promoting the circulation of goods, developing economic zones, industrial parks, and reducing logistics costs.

The road section has only had sand for filling since mid-April after An Giang province handed over the sand mine on Tien River with a total reserve of about 3.28 million m3 . Can Tho is currently continuing to overcome difficulties and contacting provinces in the Mekong Delta region to find more sand sources for the project.

In order to resolve difficulties in sand filling materials for key projects in general and the Chau Doc - Can Tho - Soc Trang project in particular, the Prime Minister has recently issued many drastic instructions. Most recently, the Prime Minister assigned Deputy Prime Minister Tran Hong Ha to chair meetings and work with leaders of relevant ministries, branches and some Mekong Delta provinces to thoroughly handle difficulties and procedures related to material mines this May. The Prime Minister also requested agencies and localities in the region to continue to coordinate closely, complete procedures to exploit mines, including sea sand, and resolve issues related to raw material mines for the project in May.

Agree on the policy of Can Tho climate change adaptation project

On the same afternoon, the Prime Minister and the central working delegation surveyed the site of the emergency anti-erosion embankment project of Tra Noc River (Binh Thuy District, Can Tho City) and listened to the report and proposal from Can Tho City leaders on the project to prevent flooding, prevent erosion, enhance the ability to adapt to climate change, and combine urban embellishment of Can Tho City. The emergency anti-erosion embankment project of Tra Noc River has a total investment of over 272.4 billion VND, a length of nearly 2 km, started in July 2023, and is expected to be completed by the end of 2024. To date, the project has disbursed 54%, is ahead of schedule, and can be completed ahead of schedule.

Meanwhile, the project to prevent flooding, prevent landslides, enhance adaptability to climate change, and combine urban beautification of Can Tho was proposed by this locality with a project scope of nearly 2,800 hectares, a total investment of about 4,515 billion VND, and implementation period of 2024 - 2030.

According to Can Tho leaders, the investment in the project is not only to prevent flooding in the inner city but also to contribute to urban beautification in a civilized, clean and beautiful direction, developing a synchronous and modern infrastructure system, meeting the needs of socio-economic development of the city. With this project, the Prime Minister agreed in principle, assigned the People's Committee of Can Tho City to coordinate with the Ministry of Agriculture and Rural Development and relevant agencies to review, assess the impact, study the most effective plan, and report to competent authorities for consideration and decision.
