On the afternoon of November 2, Prime Minister Pham Minh Chinh and Dutch Prime Minister Mark Rutte attended and spoke at the Green Economy Forum 2023.

Speaking at the forum, Dutch Prime Minister Mark Rutte emphasized that 2023 is a special year as Vietnam and the Netherlands celebrate the 50th anniversary of establishing diplomatic relations, but the history of relations between the two countries began earlier than that.

The two Prime Ministers, along with the Vice President of the European Commission, the President of EuroCham, ambassadors, associations and businesses of the EU and Vietnam attended the forum.

The Netherlands, as a maritime and commercial power, 400 years ago Dutch ships docked at Hoi An port. To date, the Netherlands is the largest EU investor in Vietnam, with over 60% of Vietnam's goods exported to Europe passing through the port of Rotterdam.

The Dutch Prime Minister expressed his impression of Vietnam's miraculous economic growth. But both the Netherlands and Vietnam see that unsustainable economic growth will cause a lot of harm, as both countries face environmental challenges .

"We need to join hands and with contributions from everyone, from the Government, social organizations, experts, financial institutions, but above all, there must be contributions from the business community," Prime Minister Rutte emphasized.

The Dutch Prime Minister noted that manufacturing enterprises and suppliers need to comply with the new European Union regulations on sustainable production; he asked Dutch enterprises to support Vietnamese enterprises in doing so.

Dutch Prime Minister: Vietnam has achieved a miraculous economic growth rate that very few people could have imagined.

"If we join hands, we will become stronger. The Dutch Business Association in Vietnam supports Vietnamese enterprises to meet the requirements of the European market, within the framework of the export readiness program," the Prime Minister called.

He believes that green growth is the future, Vietnam and the Netherlands share great ambitions, and together can turn aspirations into reality.

The Prime Minister of the Netherlands shared: "Vietnam is truly worthy of its name, the land of the rising dragon and Vietnam is the land of opportunities, bringing a lot of potential. Let's cooperate so that Vietnam and the Netherlands can become green dragons, take advantage of and seize all new opportunities."

Prime Minister Pham Minh Chinh said that Vietnam is the most important partner of ASEAN for Europe. Two-way trade in 2022 will reach 63 billion USD, Europe is the 4th largest trading partner of Vietnam. Meanwhile, the Netherlands is the second largest trading partner and the largest investor of Europe in Vietnam.

Prime Minister: Vietnam aims for green production, green exports and green energy.

Vietnam always ensures political stability and social order and safety for investors to do business stably and develop long-term. Vietnam also implements 3 strategic breakthroughs including institutions, infrastructure and human resources.

Vietnam always protects the legitimate and legal interests of investors and businesses in any circumstances in the spirit of harmonious benefits and shared risks.

The Prime Minister emphasized the spirit of "fast but sustainable development", "not sacrificing fairness, social progress, social security, and the environment to pursue pure growth". From here, the Prime Minister believes that it is necessary to produce green, export green, and ensure green energy sources for investors to develop sustainably.

The head of the Vietnamese Government analyzed that green economy and digital economy are two sides of the same process. If we want to develop green economy, we must develop digital economy and vice versa. This is an inevitable trend, a strategic choice, and a top priority for Vietnam.

Vietnam strongly supports the EU's strategies, initiatives and policies on green development, including regulations on green production, and Vietnam will seriously implement these regulations.

The Prime Minister hopes that the EU will continue to share and help Vietnam in the spirit of win-win in building mechanisms and policies, transferring technology, arranging financial resources, training high-quality human resources, improving governance capacity, etc. to promote green development.

In particular, the Prime Minister highly appreciated the Dutch Prime Minister's view of "considering the Mekong Delta as a part of the Netherlands". This land is facing threats such as subsidence, landslides, drought, saltwater intrusion, rising sea levels, affecting the lives and livelihoods of 22 million people. This land also accounts for 90% of Vietnam's rice export output and 60% of Vietnam's seafood output. The Prime Minister hopes that partners and investors will support and increase investment in the Mekong Delta region.

Also this afternoon, the two Prime Ministers attended the Vietnam - Netherlands High-Tech Business Forum. The forum discussed the following topics: Vietnam moving up the high-tech value chain - perspective from global businesses; developing and nurturing Vietnamese high-tech talent - strategies and recommendations.

Dutch Prime Minister visits Samsung Group's Research and Development Center in Hanoi

Over the past decade, Vietnam and the Netherlands have made great strides. However, the two sides still have much potential and strength that can complement and support each other, and one of the areas that needs to be exploited is science, technology and innovation.

Sharing that Prime Minister Pham Minh Chinh is a "close friend", the Dutch Prime Minister recalled that during his visit to the Netherlands in December 2022, Prime Minister Pham Minh Chinh visited the brainport Technology Center (BIC) in Eindhoven city, where leading Dutch technology enterprises are concentrated.

The Dutch Prime Minister was delighted that after only 11 months, he witnessed Vietnam having a National Innovation Center, along with research and development centers.

Dutch high-tech companies have started to come to Vietnam. He believes that more and more such companies will come to Vietnam because Vietnam has great potential and favorable conditions to move up the global supply chain.

The Netherlands not only wants to learn and grasp new business opportunities but also wants to share its experience in building a high-tech ecosystem with Vietnam.

Appreciating Vietnam's vision and plans in building high-tech zones and innovation centers, the Dutch Prime Minister believes that this is the first step in an era of cooperation between the two countries.

For his part, Prime Minister Pham Minh Chinh said that with the motto "taking internal strength as fundamental, strategic, long-term, and decisive; external strength as important and breakthrough", Vietnam's consistent policy is to call for investment and open the market to all partners and businesses.

In particular, economic, scientific, technological, investment and innovation cooperation with leading European enterprises such as the Netherlands is a priority.

With the Netherlands, the Prime Minister said that the two sides have very good and strongly developing political and diplomatic relations. This is the basis for both sides to have confidence and expectation in promoting economic, trade and investment relations, and businesses of the two countries will strengthen connections, share and have confidence to invest.

The Prime Minister suggested that Dutch businesses soon have specific plans to invest and connect with Vietnamese businesses in the fields of high-tech agriculture, new energy, renewable energy, semiconductor chips, and climate change adaptation.

Agreeing with the Dutch Prime Minister, Prime Minister Pham Minh Chinh believes that this will mark a new beginning and a new breakthrough in the relationship between Vietnam and the Netherlands as well as the trilateral relationship between Vietnam and the Netherlands with other partners such as South Korea.
