Prime Minister Pham Minh Chinh has just issued a telegram on strengthening direction on secondary and high school enrollment and management of extra teaching and learning activities to the Minister of Education and Training and Chairmen of People's Committees of provinces and cities.
The Prime Minister's dispatch stated that in recent times, the work of recruiting junior high school and high school students and managing extra teaching and learning activities in some localities has been inadequate and has not been promptly handled, affecting teaching and learning activities at general education institutions, creating negative public opinion in society.
The Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to focus on directing the synchronous and effective implementation of tasks and solutions and take full responsibility for the work of recruiting junior high school and high school students and managing extra teaching and learning activities in the area.
In particular, the Prime Minister requested to complete the announcement of the secondary and high school enrollment plan for the 2025-2026 school year in February 2025 so that students, teachers, schools and general education institutions can proactively prepare for enrollment.
In addition, it is necessary to allocate local budgets and increase the mobilization of social resources to build enough schools and classrooms and ensure quality so that all students of universal education age can go to school, reduce pressure on enrollment, especially in big cities, and resolutely not let students of universal education age not go to school.
At the same time, general education institutions in the area were directed to strictly implement regulations on extra teaching and learning. "Strictly handle violations; promptly detect, commend, reward, and promote examples of collectives and individuals who are dedicated, enthusiastic, and devoted to students; provide appropriate financial support to schools to contribute to improving the quality of education," the dispatch stated.
The Prime Minister also requested the Minister of Education and Training to direct and urge localities to guide schools and general education institutions to strictly implement the regulations on secondary and high school enrollment; regulations on extra teaching and learning issued by the Ministry; At the same time, strengthen information, propaganda, inspection, examination and supervision of the implementation of the regulations on secondary and high school enrollment; regulations on extra teaching and learning; and request strict handling and public disclosure of violations.
The Ministry also needs to proactively and regularly review and grasp information to promptly amend, supplement and perfect the regulations on secondary and high school enrollment and regulations on extra teaching and learning.
