At the conference, Deputy Minister Pham Ngoc Thuong shared his views on Circular 29 on regulations on extra teaching and learning that the Ministry of Education and Training has just issued.

“Teaching and learning extra classes are educational activities related to the professional activities of teachers and students. Therefore, the Ministry of Education and Training must be responsible for issuing regulations on the management of these activities according to specialized laws as well as in accordance with other regulations. The Ministry of Education and Training's viewpoint is not to prohibit teaching and learning extra classes, but only to prohibit violations of regulations on teaching and learning extra classes; not in accordance with regulations.”

Deputy Minister Thuong emphasized that extra teaching and learning must not affect the implementation of the official general education program in schools, meaning knowledge must not be cut or duplicated.

“Extra teaching and learning must be in line with the interests of students. That means there must be no coercion or any form of coercion.”

The Deputy Minister of Education and Training hopes that managers will share with teachers that the regulations on extra teaching and learning are to preserve the image and ensure the dignity of teachers and the education sector.

“Real, competent, dedicated teachers would never force their students to teach for money. Therefore, such transparent regulations are to protect the dignity of the industry and of teachers.”

Besides, Mr. Thuong said, the Ministry of Education and Training's simultaneous viewpoint is to build and gradually form methods and self-study habits for students.

Deputy Minister Pham Ngoc Thuong also emphasized: "The viewpoint of the leaders of the Ministry of Education and Training is that in public schools, teachers receive state salaries and use state facilities, so there is no such thing as extra teaching and collecting money from parents and students."

In public schools, there are 3 groups of students who receive additional knowledge, including: students who have not met the program's output standards; training for excellent students; and training for students taking final exams.

“But it is not called extra teaching or learning, but supplementary knowledge. If in any province, the Department of Education and Training can advise the province to support funding for teachers to participate in organizing these classes, the Ministry of Education and Training strongly encourages it…

The responsibility of teaching students to ensure knowledge standards, forming qualities and abilities to meet the output standards of the program belongs to teachers and schools,…”.

The Deputy Minister of Education and Training also expressed his hope that, in the process of implementing Circular 29, leaders of Departments of Education and Training and school principals would avoid extremism.

“In the past, we taught too much, and society complained a lot. Even good teachers were affected, because they were accused of teaching their students, then forcing them, then giving them this or that method... it was very hurtful.

But now that the circular has been issued, some localities have loosened up and stopped supporting students... We ask provinces and cities to take responsibility. To ensure that students can pass the transfer exam and high school graduation exam, it is the responsibility of the education sector, of teachers teaching the subject, and of schools. For students who have not met the standards, we must be responsible for providing them with knowledge to meet the standards. For students who are still worried and confused about preparing for the upcoming high school graduation exam, schools must have appropriate forms of support, and must not be lax," the Deputy Minister conveyed the message of the Minister of Education and Training to the Departments of Education and Training and directed that they be implemented seriously.

According to Deputy Minister Thuong, innovation is always very difficult, especially managing extra teaching and learning activities is extremely difficult.

“To manage this well, in the coming time, we must have a series of solutions, both short-term and long-term.”
