New information on the case of 452 teachers being charged for insurance arrears

On April 5, Mr. Vuong Hong Thai, Vice Chairman of the People's Committee of Nam Dan district (Nghe An) said that the district had just found a working record confirming that educational institutions in the area had transferred the difference in social insurance, health insurance and unemployment insurance to the district Social Insurance.

The working minutes were made on May 15, 2012, with the participation of representatives of the following departments: Education & Training, Home Affairs, Finance - Planning and Social Insurance of Nam Dan district.

The minutes clearly stated that the amount of insurance arrears due to the difference in the process of re-arranging salary grades was deducted from the district's education career fund to be paid to the Social Insurance agency.

Hundreds of teachers suddenly have to pay back insurance money

Specifically, the amount of more than 311 million VND was calculated according to the minimum wage at each time until August 2011. The Department of Education and Training transferred this amount to the relevant schools, then the schools paid it to the Social Insurance of Nam Dan district. The minutes have full signatures and confirmation stamps of all parties.

After finding this record, Nam Dan district leaders asked the schools to review and find the payment receipts. To date, Dang Chanh Ky Secondary School has found the invoice showing that it has paid money to Nam Dan District Social Insurance.

Currently, other schools are reviewing. Once the results are available, they will work with the Social Security agency to determine the amount paid.

Regarding the incident, recently, at a working session with Nam Dan district, Mr. Bui Dinh Long, Vice Chairman of Nghe An Provincial People's Committee, requested the district to review each debt in detail and promptly submit a resolution plan to advise the Provincial People's Committee on how to handle it.

Dang Chanh Ky Secondary School is one of the schools that has paid money to the Social Insurance of Nam Dan district.

As reported, during the review of retirement records for a number of teachers, Nam Dan District Social Insurance discovered 311 cases of unpaid insurance premiums, with a total amount of arrears of nearly VND4.6 billion. By the end of March, Nam Dan District Social Insurance continued to review and discovered 141 more teachers and school staff who owed insurance premiums.

The cause was determined to be that before 2006, the People's Committee of Nam Dan district signed labor contracts with teachers and employees with fixed salaries, without fully applying the insurance regime. Then, according to Decision 3434/UBND-VX dated June 26, 2006 of the People's Committee of Nghe An province and Inter-sectoral Instruction No. 884/HDLN dated June 29, 2007, these subjects were transferred to a new salary, leading to the arising of the difference in unpaid insurance.
