Agreed to terminate Quang Tri Thermal Power Plant project

This afternoon, January 25, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong and Vice Chairman of the Provincial People's Committee Le Duc Tien chaired a meeting to listen to reports on the contents related to the agreement to terminate the Quang Tri Thermal Power Plant project invested by the Thai Electricity International Company (EGATi).

The Quang Tri Thermal Power Plant Project (1,320 MW) in the Southeast Economic Zone was approved by the Prime Minister in the National Power Development Plan for the period 2011 - 2020 with a view to 2030 (Power Plan VII) and agreed to let EGATi be the investor, implementing it under the BOT form. The project has had its environmental impact assessment report approved by the Ministry of Natural Resources and Environment; and its feasibility study report approved by the Ministry of Industry and Trade.

Over the past 10 years, although the investor and Quang Tri province have made great efforts to implement the project, due to many different reasons, the project implementation has not been as initially committed. According to Decision No. 500/QD-TTg dated May 15, 2023 of the Prime Minister approving the Power Plan VIII, the Quang Tri Thermal Power Plant project will be put into commercial operation in the period of 2026 - 2030 and is included in the list of coal-fired thermal power projects that are behind schedule and facing difficulties in changing shareholders and arranging capital. The Ministry of Industry and Trade has worked with investors, allowing an extension until June 2024. If it cannot be implemented, it must be considered for termination in accordance with the law.

On June 10, 2023, the People's Committee of Quang Tri province received a document from EGATi regarding the discontinuation of the Quang Tri Thermal Power Plant project in Vietnam. Accordingly, EGATi informed that it had officially notified the Ministry of Industry and Trade of Vietnam about not continuing to implement the project. EGATi also signed a memorandum of agreement with the Department of Electricity and Renewable Energy (representing the Ministry of Industry and Trade) to terminate the implementation of the Quang Tri Thermal Power Plant project. On October 18, 2023, the Provincial People's Committee received an email from EGATi regarding the draft agreement to terminate the Quang Tri Thermal Power Project between EGATi and the People's Committee of Quang Tri province.

At the meeting, representatives of the departments and branches discussed and gave opinions on the necessary legal procedures to carry out the steps to terminate the memorandum of understanding with the investor.

In his concluding remarks, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong assigned the Department of Industry and Trade to coordinate with relevant departments and branches based on the contents and legal documents of the central government, to complete the necessary documents to submit to the central government with the content that Quang Tri province and the investor have agreed to terminate the Quang Tri Thermal Power Plant project. At the same time, a report is sent to the Party Committee of the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee.
