According to the Ministry of Finance, the total state budget revenue in November 2023 is estimated at nearly VND 127 trillion, equivalent to 7.8% of the estimate. Of which, domestic revenue is estimated at VND 106.1 trillion, equivalent to 8% of the estimate, about VND 48 trillion lower than the previous month's revenue.

The lower revenue is mainly due to some revenue items that are allowed to be collected quarterly such as: corporate income tax, personal income tax and value added tax of business households, after-tax profits, differences in state bank revenue and expenditure... arising in the third quarter that businesses declared and paid in October, but in November, the revenue was low.

Revenue from crude oil in November is estimated at VND5.1 trillion, equal to 12.1% of the estimate. Revenue from import-export activities is estimated at about VND15.7 trillion.

Accumulated in the first 11 months of 2023, state budget revenue is estimated at 1,537.6 trillion VND, equal to 94.9% of the estimate, down 7.1% over the same period in 2022.

Of which, domestic revenue is estimated at 1,272.7 trillion VND, equal to 95.4% of the estimate, down 3% over the same period in 2022. Revenue from crude oil in 11 months is estimated at about 57.1 trillion VND, equal to 135.9% of the estimate, down 19.3% over the same period in 2022.

According to the analysis of the Ministry of Finance, the progress of some domestic revenue items is lower than the estimate and decreased compared to the same period, such as: Environmental protection tax collection is estimated at 52.6% of the estimate, down 17.4% (compared to the same period); fees and charges are estimated at 86.8% of the estimate, down 13.6%... due to the implementation of revenue reduction policies.

Revenue from housing and land is estimated at 78.9% of the estimate, down 37%, due to the slow recovery of the real estate market. The auction and granting of land use rights at many local projects cannot be implemented or have been implemented but there are no winning investors.

However, direct revenues from the three production and business sectors (accounting for 53.3% of the total domestic revenue estimate) are estimated to reach 94.6% of the estimate, up 1.3%.

Also according to the Ministry of Finance, the balance of revenue from import-export activities in 11 months is estimated at 205.6 trillion VND, equal to 86.5% of the estimate, down 22.4% over the same period in 2022.

Budget revenue from import and export decreased because the total import and export turnover of goods as of November 15, 2023 reached 587.7 billion USD, down 9% over the same period; the import and export turnover of taxable goods alone decreased by 15.5%.

In particular, some imported goods with large tax contributions to the budget have decreased sharply, affecting the reduction of state budget revenue compared to the same period, such as: the group of imported raw materials, machinery, equipment, and spare parts for production decreased by about 33.1 trillion VND; the group of imported petroleum decreased by about 2 trillion VND; the group of imported complete automobiles decreased by about 3.1 trillion VND...

Regarding the fight against budget loss through inspections and examinations, as of November 15, 2023, tax authorities have conducted nearly 57,700 inspections and examinations; examined 535,700 tax declarations of enterprises.

Accordingly, the Tax sector proposed to handle about 54.1 trillion VND in finance, of which about 14.3 trillion VND was paid to the State budget (10.5 trillion VND was paid to the budget), reducing deductions and reducing losses by nearly 39.8 trillion VND; urging the collection and handling of tax arrears estimated to reach about 38.8 trillion VND by the end of November.

For the Customs sector, as of November 15, 2023, the customs authority has conducted about 1,900 inspections, checks, and handling, collecting more than 1 trillion VND for the state budget;

Closely coordinate with functional forces to fight against smuggling, trade fraud and counterfeit goods, arrest 14,100 violations with goods value of about 5,700 billion VND, handle and collect 433.5 billion VND for the state budget.
