4. Purpose, meaning
- The Contest and Exhibition aim to innovate content and form, diversify methods of propaganda and foreign information on sovereignty over seas and islands; introduce and promote the potential and beauty of nature and people of Vietnam's seas and islands to a wide audience at home and abroad.
- The contest aims to continue to propagate and affirm the correct policies and guidelines of the Party and State, and the efforts of localities in implementing Resolution No. 36-NQ/TW dated October 22, 2018, the 8th Conference of the Party Central Committee (12th tenure) on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045 and implementing the Resolution of the 13th National Party Congress; practically towards the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), the 80th anniversary of the Traditional Day of the Vietnam People's Public Security (August 19, 1945 - August 19, 2025), the 20th anniversary of the National Day for National Security Protection (August 19, 2005 - August 19, 2025), welcoming the Party Congresses at all levels towards the 14th National Congress of the Party. At the same time, raising awareness of the masses about the position and role of the sea and islands in the cause of building and defending the Fatherland; affirming the sacred sovereignty of the sea and islands of the Fatherland through the art of photography, conveying the message of patriotism and the will to protect the sea and islands of the Vietnamese people.
- Through the Competition and Exhibition, promptly encourage and honor the participation and response of all classes of people, especially artists - those who love photography to create many new works, valuable in content and art, effectively serving the propaganda work as well as the cultural and spiritual life of the people. Promote the movement of creating artistic photos about the sea and islands, vividly reflecting the life and work of fishermen, the activities of forces protecting the sovereignty of the sea and islands, creating a strong spread in the community.
5. Contestants
- The contest is open to all Vietnamese citizens aged 15 and over, both domestic and foreign, and foreigners working and living in Vietnam.
- Members of the Steering Committee, Organizing Committee, Jury, and Secretariat are not allowed to participate in the contest.
6. Content
Works participating in the Contest must demonstrate one of the following main contents:
- The natural beauty of Vietnam's seas and islands: Depicting majestic landscapes, marine biodiversity, mangrove ecosystems, coral reefs, beaches, bays, islands and archipelagos of Vietnam.
- Daily life, work and production of fishermen at sea: Images of fishermen clinging to the sea, exploiting seafood, cultural life, customs and practices, traditional festivals of coastal residents.
- Activities to protect sea and island sovereignty: Recording moments of the Navy, Coast Guard, Border Guard, Police, Standing Militia Squadron, etc. in performing the task of protecting sea and island sovereignty; images reflecting drills, rescue activities at sea, and the solidarity between the military and the people.
- Economic, social and cultural works on sea and island areas: Reflecting the development of coastal urban areas, seaports, marine tourist areas, renewable energy works (wind power, solar power at sea).
- Marine tourism and sustainable development: Recognizing the development of marine tourism, models of marine and island ecotourism, high-end resort tourism, exploiting tourism potential associated with nature conservation and preserving marine cultural identity.
- Outstanding examples, typical and advanced models in socio-economic development and protection of the country's sea and island sovereignty: Recognizing individuals and collectives with outstanding contributions to marine economic development, innovation, protection of the marine environment, and maintenance of sea and island security.
- Application of science and technology in marine economic development and protection of ocean ecosystems: Reflecting innovation in the application of remote sensing technology, artificial intelligence (AI), big data in marine monitoring, resource management, natural disaster warning and research on marine ecosystem protection; advances in smart aquaculture technology...
- International cooperation activities on sea and island development: Recognizing initiatives and bilateral and multilateral cooperation projects in marine scientific research, marine environmental protection, and oil and gas exploitation cooperation.
- Reflecting important steps in the strategy of developing the marine economy associated with international integration, exploiting sustainable marine resources and affirming the position of a strong maritime nation; the socio-economic development achievements of coastal localities after nearly 40 years of the country's renovation.
- The creative space includes 28 coastal provinces and cities: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Ba Ria - Vung Tau, Ho Chi Minh City, Tien Giang, Ben Tre, Tra Vinh, Soc Trang, Bac Lieu, Ca Mau and Kien Giang.
7. Regulations on works participating in the Contest
- Authors are responsible for the copyright of their works. The Organizing Committee is not responsible for any disputes related to copyright. The Organizing Committee is allowed to remove works that violate the rules before, during and after the Contest.
- Contest photos must be color or black and white.
- Each author has the right to submit up to 10 works to the Contest (both single photos and photo series) . Only 1 name can be used according to the ID card or Citizen ID card.
+ Single photo: Each photo is a work of art.
+ Photo series: Each photo series is a work, consisting of 05 to 08 photos. The photo series must have an introduction to the content and caption of each photo, the structure of the photo series; there must be a mockup of the entire photo series. The author must number the 08 photos in the series from 1 to 8 (on the website receiving photos, there will be specific instructions when the author submits the photos) .
In case the author submits both single and series photos, the single photo must not be the same as the photo in the series.
- When uploading photos, the author must clearly state the location of the creation.
- The work is created using realistic methods, not accepting collages, additions, subtractions, or distortions of reality.
- The photos submitted to the contest must not have been displayed or won any prizes at any national photography contests and exhibitions organized or jointly organized by the Vietnam Association of Photographic Artists. Prize-winning photos or photos displayed at provincial, city and regional exhibitions are still eligible to enter the contest.
- Time of creation:
+ For single photo works: created from 2023 to present.
+ For photo series: encouraged to create from 2023 to present.
If necessary, the Organizing Committee has the right to request the author to submit the original file to verify the information.
- Contest photos must be in digital image file format, JPG format, the longest image file must be at least 3000 pixels, maximum 4000 pixels, resolution 300dpi.
- Images displaying information such as names, watermarks, place names, photos with borders, etc. will not be valid.
- The decision of the Steering Committee is final.
8. Prize structure of the Contest
- Award structure: includes 02 award systems for 02 categories Single Photo and Photo series, including:
+ 02 First prizes, each prize includes: Crystal logo, Certificate with bonus of 20,000,000 VND (Twenty million VND even) from the Central Propaganda and Mass Mobilization Committee and Gold Medal, Certificate from the Vietnam Association of Photographic Artists.
+ 04 Second prizes, each prize includes: Crystal logo; Certificate with bonus of 15,000,000 VND (Fifteen million VND) from the Central Propaganda and Mass Mobilization Committee and Silver Medal, Certificate from the Vietnam Association of Photographic Artists.
+ 06 Third prizes, each prize includes: Crystal logo; Certificate with bonus of 10,000,000 VND (Ten million VND) from the Central Propaganda and Mass Mobilization Committee and Bronze Medal, Certificate from the Vietnam Association of Photographic Artists.
+ 10 Consolation prizes, each prize includes: Crystal logo; Certificate with bonus of 5,000,000 VND (Five million VND) from the Central Propaganda and Mass Mobilization Committee and Certificate from the Vietnam Association of Photographic Artists.
- The Award structure may change, based on the quality of works in each category.
- Award-winning and exhibited works are scored at the national level by the Vietnam Association of Photographic Artists according to the Association's Regulations.
- The Organizing Committee of the Contest has the right to use the winning and exhibited works for non-commercial propaganda and foreign affairs activities without having to pay any other remuneration. Personal rights belong to the author.
- If the winning and exhibited works violate copyright and related rights as prescribed by law, the Organizing Committee will revoke the award.
- Each work selected for exhibition is paid a fee.
- Other works (other than award-winning and exhibition works), if selected for propaganda purposes, the Organizing Committee and sponsors will have to negotiate with the author and copyright owner.
9. Author's responsibility
- Comply with the Contest rules; the author's submission of works to the contest is considered as acceptance of all provisions in the Contest rules.
- Responsible for copyright, related rights and personal income tax according to the provisions of law.
- Authors violate the contest rules:
+ If you are a member of VAPA, the Organizing Committee will cancel all entries, will not be considered for titles, excellence, and will not support creation in 2025.
+ If you are not a member of VAPA, the Organizing Committee will cancel all entries and will not consider admitting you as a member if you meet the admission requirements in 2025.
10. Method and time of sending photos
- Authors send photos directly to the website:

- Time to receive entries from March 10, 2025 to July 10, 2025.
11. Board of Judges
The Jury includes the Preliminary Jury and the Final Jury, established by the Competition Steering Committee. The Jury develops the Judging Regulations in accordance with the Competition Rules and relevant legal regulations.
Based on the selection results of the Preliminary Council, the Final Council is responsible for evaluating and reporting to the Head of the Central Propaganda and Mass Mobilization Department to approve the list of winning works (through the Standing Committee of the Emulation and Commendation Council of the Central Propaganda and Mass Mobilization Department).
