Contractors are mobilizing human and material resources to speed up the construction of the expressway through Phu Yen province. However, difficulties with weather and material mines are hindering the progress of this important project.
Difficulty "holding" output
The North-South Expressway through Phu Yen province includes two component projects: Quy Nhon - Chi Thanh and Chi Thanh - Van Phong. According to Giao Thong Newspaper reporters, in the first days of 2025, at the construction site, the contractor has gathered a series of machines and workers, making efforts to speed up the project's progress. However, the construction process still faces many difficulties.
The roadbed embankment section of the Bac Trung Nam Infrastructure Construction Joint Stock Company at the Chi Thanh - Van Phong Project encountered difficulties due to continuous rain.
Package XL02, the component project of the Chi Thanh - Van Phong section is over 24km long. Bac Trung Nam Infrastructure Construction Joint Stock Company carries out construction of over 8.6km.
Over the past time, this company has always ensured that the bridge construction teams have been working normally, so the progress of the bridges on the route has always been guaranteed and ahead of schedule. However, in the last two months of 2024, the weather in Phu Yen province has been continuously rainy, making the roadbed embankment work difficult.
It is January 2025 but the construction volume of the first phase of the embankment to handle subsidence is still not enough. According to Mr. Le Minh Phuong, representative of the North Central South Infrastructure Construction Joint Stock Company, the progress of the embankment of the road section constructed by the company has only reached more than 45% because the embankment exploitation does not meet the required capacity.
The company is allowed to exploit soil in the Cay Tra mine area, Dong Hoa town to build roadbed soil. The initial exploitation capacity is about 3,000m3 of soil/day. However, in reality, only 1,500m3 of soil/day is exploited due to the large amount of rock in the soil.
It is known that when drilling for exploration, the initial assessment of the amount of rock in the soil at Cay Tra mine was only about 30%, but the amount of rock exploited was more than 50%.
In the immediate future, the company will deploy workers, equipment and motorbikes to work in 3 shifts, 4 crews, and work through the Lunar New Year to make up for the delay. It will propose some solutions to speed up the progress related to the locations that are waiting for the roadbed to subside.
On many highway sections through Phu Yen, the embankment work has stalled.
According to Project Management Board 7 (Ministry of Transport, Investor), the exploitation of Cay Tra and Hoc Thuan mines encountered many difficulties due to the presence of many boulders and orphaned rocks. Although the contractors actively filled the rocks to take advantage of the roadbed, the rainy weather made it very difficult to ensure the safety of mining from high mountains. The average filling volume of the 3 contractors (North Central South, Central, Tu Lap) was very small, about 1,500 - 4,000m3/day. Over the past month, the continuous rainy weather has caused many difficulties for the contractors, especially the filling work.
At the Quy Nhon - Chi Thanh section project, construction units are mobilizing 825 locomotives, along with 1,700 workers and engineers to deploy 75 construction teams along the entire route.
Mr. Tong Sy Dat, Head of Technical Department of the Joint Venture Management Board of Package 13-XL, Quy Nhon - Chi Thanh Component Project, said that the package's progress was met. However, some locations on the construction route encountered difficulties due to changes in geology compared to the technical design, so the contractor had to change the slope reinforcement plan and adjust the slope coefficient at some locations to ensure the stability of the slope.
Efforts to speed up project progress
Despite many difficulties, contractors on the Quy Nhon - Chi Thanh and Chi Thanh - Van Phong projects are highly focused, taking advantage of every sunny day to increase output.
The representative of the Executive Board of the 13-XL Package of the Quy Nhon - Chi Thanh Project said that from now until the Lunar New Year 2025, the unit will focus on construction work. Currently, the unit is applying 3 shifts, 4 shifts and taking advantage of favorable weather to speed up the progress of the package. Depending on the actual conditions and determination to speed up the completion progress. To date, this project has reached over 63% of the volume.
Contractors have paved the surface of the Chi Thanh - Van Phong highway.
At the Chi Thanh - Van Phong Project, the contractors Deo Ca Group and Phuc Loc Group have now started paving the road surface in the XL-01 package of this project. This is an important milestone that determines the progress of the entire project.
To increase production, Project Management Board 7 is asking contractors to work overtime and increase the number of crews to handle the overlaying layer (blasting to break boulders and orphaned rocks). When weather conditions permit, they will transport and crush the stones to fill the roadbed for normal sections. In addition, priority will be given to coordinating soil to fill sections with weak soil treatment.
For contractors behind schedule, because the remaining volume is mainly normal embankment and one-stage weak soil treatment embankment, the contractor is required to work overtime, add more shifts, add equipment and machinery for construction or add another contractor within or outside the consortium to speed up the embankment progress.
Quy Nhon - Chi Thanh Expressway has a total route length of 61.7km (excluding the 5.1km section through Cu Mong tunnel). Of which, the section through Binh Dinh province is about 19.6km and through Phu Yen province is about 42.1km. The project has a total investment of nearly 15,000 billion VND, with Project Management Board 85 as the investor.
The Chi Thanh - Van Phong Expressway has a total route length of more than 48km, passing through Tuy An district, Tuy Hoa city, Phu Hoa district, Tay Hoa district and Dong Hoa town of Phu Yen province. The project has a total investment of more than 10,700 billion VND, invested by Project Management Board 7 (Ministry of Transport). The project started on January 1, 2023 and will be completed in the fourth quarter of 2025.
